About the Department

This position is responsible for planning, organizing and supervising the operations and maintenance activities of the Water Utility Division, including supervising the division’s employees, coordinating assigned activities with other public works divisions, and providing highly responsible and technically complex staff assistance to the Water Utility Manager.   


This is a supervisory position whose work performed requires incumbents to apply a high level of professional knowledge and technical proficiency in water distribution,  emergency response programs and activities, as well as using established guidelines and alternatives to determine facts, analyze problems, and make decisions without immediate supervisory review.  Incumbents are responsible for the day-to-day operations and overall results in their respective area of responsibility and are also expected to alert their manager to potential issues. 

Position Duties

Other duties may be assigned as needed.

  1. Develops, plans, and coordinates programs, projects and activities related to the operation and maintenance of the city’s water distribution system.   Makes recommendations for new or more efficient operating strategies; implements changes; monitors outcomes.
  2. Supervises the division’s staff, including assigning tasks, providing appropriate training, reviewing employees’ work processes and products, counseling employees, reviewing timesheets, giving performance evaluations, recommending disciplinary action, administering labor agreements, and responding to grievances; participates in the interviewing and hiring process for new employees and promotional positions. 
  3. Assists with the preparation and administration of the division's budget, including monitoring and coding expenditures and forecasting staffing, equipment, materials, and supply needs for annual operations.
  4. Coordinates division activities with other departments and outside agencies and organizations; provides assistance to the Water Utility Manager and other superiors as necessary; prepares and presents reports and other correspondence related to daily and project operations.  Prepares and oversees the preparation of grant applications and monitors related requirements.
  5. Prepares and maintains a variety of reports, records, maps and files related to the divisions’ maintenance, repair, construction, and inspection activities.   
  6. Oversees routine and emergency maintenance and operations activities of the division.
  7. Participates in reviewing design plans and specifications to ensure compliance with applicable codes and regulations.
  8. Assists in the development of short- and long-range plans for the division, including recommending and implementing new policies and procedures.
  9. Coordinates project bidding and procurement within the division and follows local and state approved procedures.
  10. Fosters cooperative working relationships with other city departments and divisions and outside agencies such as state and federal regulatory agencies. 
  11. May serve as the city’s certified operator in responsible charge for the water system distribution (WDM4) and treatment (WTPO2) as defined in Chapter 246.292 Washington Administrative Code.

Minimum Qualifications

A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Experience:  

  • Three years of increasingly responsible experience in water distribution construction, maintenance and operations programs, water treatment and activities as well as SCADA/Telemetry systems.
  • Two years of supervisory experience.
Education and Training:
  • Bachelor’s degree in engineering technology, construction management, or a related field.
Licenses or Certificates:
  • Water Distribution Manager 3 certification required upon hire, Water Distribution Manager 4 certification preferred.  
  • Water Distribution Manager 4 certification required within twelve (12) months of hire date.
  • Water Treatment Plant Operator 2 certification required.
  • Cross Connection Control Specialist
  • Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s License. 
  • Must possess, or have the ability to possess within six months of hire date, first aid and CPR certifications.

This position works both in an office and outside in various weather conditions.   Outside, the employee may work near moving mechanical parts.  The employee may be exposed to physical hazards from mechanical and electrical equipment and also will sometimes work in hazardous areas under hazardous conditions.   The employee occasionally works near traffic and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and the risk of electrical shock and radiation.  The noise level in the work environment is usually low to moderate indoors and moderate to loud outdoors.


This position works a regular schedule, however, incumbents may be called in to work in emergency situations.
