About the Department
The purpose of the class is to provide administrative oversight of the City’s natural gas distribution system and support to the Gas Director. This position supervises administrative staff, manages daily operations, oversees department budget, ensures regulatory compliance, and provides assistance with emergency planning documentation, and emergency response. This position works closely with internal departments, external contractors, and regulatory agencies to provide safe, reliable, and cost-effective gas service to the community. The class works within broad policy and organizational guidelines; independently plans and implements projects; reports progress of major activities through periodic conferences and meetings.
Position Duties
- Manage the daily administrative operations of the City’s natural gas distribution system.
- Provide leadership, coaching, performance evaluations, and training for assigned personnel.
- Maintain a high level of understanding of requirements enforced by the Public Service Commission.
- Ensure compliance with all federal, state, and local regulations, including Public Service Commission (PSC) requirements and cybersecurity policies.
- Strategic Budget Management and Financial Planning. Oversee the preparation and oversight of the annual department operating and capital improvement budgets. Attend budget meeting and workshops.
- Utilize software systems including NaviLine, ESRI GIS, and Microsoft Office Suite, to manage operations, reporting, and mapping.
- Maintain strong working relationships with customers, contractors, utility partners, and other City departments.
- Investigate and resolve service issues and customer complaints with professionalism and efficiency.
- Develop and update policies, safety procedures, and compliance practices aligned with industry standards.
- Ensure staff obtain and maintain required training and certifications.
- Monitor and optimize operational performance and efficiency.
- Perform other related duties as assigned.
Minimum Qualifications
Requires a high school diploma or GED. Bachelor’s degree in business administration, public administration, or a related field preferred. At least five (5) years of progressively responsible experience in natural gas utility operations and a minimum of two (2) years of experience in a supervisory or management capacity; or an equivalent combination of education, training and experience may be considered. Experience with budget management, project oversight, and office administration highly desired. Knowledge of Public Service Commission requirement. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), ESRI GIS, and NaviLine. Ability to manage projects, budgets, and personnel effectively. Clear written and verbal communication skills. Ability to work outside of normal business hours when necessary. Strong problem-solving, analytical, and decision-making abilities. Must be able to communicate effectively with employees under position supervision and senior management. Must be available for call to duty for gas emergencies.
Must possess a valid State of Florida driver’s license and a satisfactory driving record as a condition of initial and continued employment.
Must obtain National Incident Management System (NIMS) certifications within six (6) months of hire.
Participation in the Gas Department’s random drug testing program is required.
Special skills or equipment certifications may be required based on assignment.
