In May of 2020, voters approved Measure 26-210 known as Metro Supportive Housing to fund services for people experiencing or at extreme risk of homelessness. Thanks to voters, Metro now partners with Clackamas, Multnomah and Washington counties to reduce homelessness through services that help people find and keep a safe and stable home. Goals for the 10-year program are to connect 5,000 chronically homeless households with supportive housing and stabilize 10,000 households at risk of or experiencing homelessness in permanent housing.
Addressing homelessness and housing insecurity requires intentional efforts to address racial disparities and policies that continue to cause harm to black, indigenous and people of color. The Metro Housing department is committed to advancing racial equity through the implementation of the Metro Affordable Housing Bond and Supportive Housing Services measures as well as internally as a department through Metro’s values and the values that guide our work:

The person hired into this role will apply these values as they take a human-centered approach to inspire, motivate, and empower others to continuously develop, learn and grow to better serve the many diverse communities that make up Metro.
As the Supportive Housing Services Manager you will:
- Provide vision, strategic leadership, policy and program development and systems level coordination to support the regionalization of a homeless system.
- Manages the implementation of regional projects and programs, which requires setting strategy, developing work plans, project scoping, and managing staff.
- Leads regional policy development, guidance, and recommendations necessary to effectively address homelessness across the region
- Manages and leads cross committee and stakeholder collaboration to support the regional homeless system.
- Provide strategic direction to team and coordinate work activities; design and implement internal processes, policies and tools to improve team effectiveness.
- Regularly compile, analyze, and synthesize relevant information for the purpose of identifying trends, performance evaluation, presenting to committees, Metro Council, and sharing progress with stakeholders, voters and the general public.
- Develop organizational internal structures, systems and processes.
- Develop operational work plans and coordinate team activities; prioritize resource demands, and make appropriate changes as needed.
- Engage with jurisdictional and non-profit partners to assess needs and research local and national best practices for regional policy and program recommendations.

- Proven experience in leading or supervising staff, contract management, and complex project execution.
- Experience applying an equity lens in both strategic decision-making and day-to-day work.
- Demonstrated ability to lead with vision and clarity of purpose, especially during periods of complexity or challenge.
- Experience applying trauma-informed principles when engaging with diverse groups, including communities of color, individuals with lived experience of homelessness, subject-matter experts, elected officials, service providers, and advocates.
- Strong organizational and planning skills with the ability to manage multiple complex initiatives and meet competing deadlines.
- Proven success in designing and managing multifaceted projects involving multiple stakeholders and cross-functional teams.
- Political intelligence and ability to effectively manage and communicate around politically sensitive issues and high-profile initiatives.
- Ability to build and maintain strong, respectful relationships, contributing to a positive team environment.
- Strong customer service orientation, with a professional and solutions-focused approach when working with community members, elected officials, agency partners, and colleagues.

Minimum qualifications
- Bachelor's degree in public administration, public policy, urban planning, social work or a related field, and
- Three years leading or supervising people, and
- Two (2) years project management experience in area of responsibility, or
- Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities

Hybrid Telework
At this time, this position is designated as “hybrid telework.” You will have the option to work away from the office, although there may be times that coming into the office will be required. The manager will work with you to identify a schedule that balances the operational needs of the department and your needs. Employees must reside in Oregon or Washington to work at Metro
Like to have qualifications
You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider them when identifying the most qualified candidates. Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position.
- Direct experience leading programs and policy in the housing and homeless service system.
- Previous experience working in a union environment.
- Experience developing new programs and/or initiatives.
- A minimum of 3-5 years of progressively responsible professional experience in program or policy management, preferably in the public or nonprofit sector.
- Experience leading and managing public facing advisory bodies or committees.
- Ethical decision-making and discernment when asked about sensitive information and ability to de-escalate challenging situations while upholding confidentiality standards of expectations.
- Experience managing financial reports and budgets.

COMPENSATION, BENEFITS AND REPRESENTATON
The full-salary range for this position is step 1: $118,785.08 to step 6: $151,603.70. However, unless a candidate’s qualifications justify, based on the Oregon Pay Equity Act requirements and Metro’s internal equity review process, the appointment will likely be made between step 1: $118,785.08 to the equity range step 3: $ 130,960.55.
This position is not eligible for overtime and is non-represented. It is classified as a Manager I position.
