Position Duties

1.

Develop and implement various programs in the areas that may include land use, zoning, subdivisions, landscaping, transportation, site design, historic preservation, corridor redevelopment, annexation, floodplain management program and neighborhood-level strategic planning. 

2.

Create and manage planning projects and studies, participate in the formal review of proposed actions and/or decisions, and make oral presentations before the Planning Commission, City Council, and other public bodies and citizen groups. 

3.

Collaborate with various stakeholders, including engineers, architects, developers, and community leaders. Organize and lead public meetings and workshops to gather community input, build consensus, and foster public engagement in the planning process. 

4.

Collect and interpret data and information used to prepare formal plans and reports presented to various public and private groups, including using advanced GIS (Geographic Information System) software and other mapping tools to analyze data and support planning decisions. 

5.

Assist with various short and long-range planning documents including the City’s Comprehensive Development Plan, land use plans, neighborhood plans, utility master plans, parks master plans, and other city-wide master plans.

6.

Review and assess site development plans for feasibility, regulatory compliance, and community needs. 

7.

Assist and oversee community and economic development initiatives that support resiliency, growth, and revitalization of the community. 


8.

Assist with the economic development programs including but not limited to Tax Increment Financing (TIF), Business Improvement Districts, other development-related property tax reduction, and incentive programs.

9.

Stay abreast of emerging trends, best practices, and advancements in urban planning, economic development, and transportation planning, and related fields. 

10.

Perform other such duties and functions as are incidental to customer service and the proper performance of this position.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in urban planning, geography, landscape architecture, public administration or related field and a minimum of two (2) years’ professional urban planning experience, including zoning, transportation, transit, economic development, landscaping, and/or architecture; or any such combination of education, experience, and training as may be acceptable to the hiring authority.

Possession of a valid driver’s license is desirable.

Other Qualifications

  • Knowledge of the principles and practices of urban planning, urban design, and landscape architecture with an emphasis as related to the assigned area.

  • Working knowledge of computer applications, geographic information systems (GIS), and data acquisition in urban planning.

  • Ability to effectively communicate and work with the general public, media, elected officials and other public employees.

  • Knowledge of applicable laws and regulations with regard to planning programs.

  • Ability to use organizational and statistical skills applicable for planning and carrying out new and existing programs.

  • Ability to express thoughts clearly and accurately, both orally and in writing.

  • Must have ability to perform job duties at various locations throughout the city on a regular basis.
