PurposeThis position will accomplish the orderly filling of work assignments for bus and van operators. For Access Ride service, it involves "real-time" radio dispatching of specific work assignments and scheduling of trips. For fixed route services, the dispatcher responds to routine and emergency requests of operators and supervisors. Dispatchers must process the workflow in an efficient and effective manner, assuring that all work assignments are filled, and that communications with the next dispatchers and operations supervisors are complete. All dispatching is accomplished using the current CAD/AVL software packages. Assignments are performed according to established policies and procedures.  Complies with the guidelines set forth  by the Americans with Disabilities Act (ADA).

 

Reports to: Dispatch Supervisor

 

Job Functions:

 

  1. Conducts daily planning and assigning of manpower requirements for bus and van service
    • Records and reports daily lists of operators absent, excused from or who have failed to report for duty
    • Determines available manpower on extra-board and regular operators overtime board and Access Ride overtime board
    • Activates off-duty operators as necessary, using the most cost effective manner
    • Dispenses necessary material (schedules, manifests, map books, etc.) to operators.

 

  1. Monitors the Access Ride van operators in the day-to-day operations to ensure quality and reliability of the service
    1. Checks for time adherence using the passengers pick-up window and efficient completion of manifests
    2. Maintains contact with operators using both the radio console and MDT’s with van operators
    3. Monitors maintenance for accurate van assignments for Access Ride service. Examines daily list of vans to be assigned to operators' routes.
    4. Sending all electronic manifests to the vehicles MDT’s through Trapeze Workstation.
    5. Update information using the Service Interruption Report Monitor routes for on time departures.

 

  1. Coordinates communication related to road operations
    1. Gives technical information regarding accidents, route changes, and vehicle breakdowns to Access Ride scheduling department.
    2. Assists operations supervisors and maintenance department in locating operators or buses.

 

  1. Maintains record keeping for bus and Access Ride operators
    1. Use a computerized scheduling system to input operator information, to plot and design services based on operational needs and comply with all relevant data protection policies
    2. Verifies correct pay times for all operators
    3. Builds and inputs work schedule for part-time Access Ride operators
    4. Process operators for medical screening and operators with Worker's Comp injuries
    5. Distributes all mail to operators and communications from management to operators when necessary.
    6. Distributes the paperwork for special runs assigned to full time operators.

        • Questions both radio and telephone callers to determine the nature of problems and the emergency response required as well as provides or relays instructions to the caller
          • Actively look for ways to help operators, supervisors and other company personnel
          • Ability to deal with the public, operators, superiors, and subordinates in a courteous and tactful manner
          • The ability to learn and apply the contractual agreement, operator working rules and safety procedures
          • The ability to quickly make sense of, combine and organize information into meaningful patterns
          • Logistical reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems

 

Recommended Preparation for Employment:

 

Completion of high school or possession of GED certificate is required.  Candidate must possess superior knowledge of Davidson County, and progressive knowledge of public transit services (Access Ride and fixed route). The successful candidate must acquire knowledge of the current labor contract and be able to perform tasks with minimal supervision. Demonstrated ability to communicate effectively with staff and operational employees is a must.
