Position Summary:

ANSER is seeking a Resource Analyst/Budget Analyst to support the Acquisition Center of Excellence (ACE) program. In this role, you will assist ACE leadership with the full lifecycle of budget and resource management, including budget formulation, execution, analysis, and reporting. You will help ensure fiscal compliance, support planning and decision-making, and facilitate efficient allocation of resources.

Day to Day Responsibilities:

  • Support the development, review, and revision of budget estimates, spend plans, and program requirements for new and ongoing initiatives.
  • Analyze program performance, cost trends, and resource allocations to identify risks, gaps, and opportunities for optimization.
  • Assist in the formulation and submission of key budget documents such as IPBS, CBJB, and CJB, and ensure alignment with leadership guidance.
  • Conduct price, cost, and EVM analyses to evaluate program efficiency and funding adequacy.
  • Maintain and update financial systems (e.g., FIRST, Epx Studio) and reconcile financial data across systems.
  • Monitor commitments, obligations, and expenditures to ensure compliance with budget execution policies, administrative ceilings, and federal regulations.
  • Generate and review funding documentation, including RCAs, FFOs, FTOs, FTRs, CSRs, CIPs, and other required forms for accuracy and compliance.
  • Collaborate on Unliquidated Obligation (ULO) reviews and prepare documentation for obligation adjustments.
  • Analyze and propose resource realignments in response to changing priorities or unplanned requirements.
  • Draft and edit briefings, reports, memoranda, and budget summaries to support leadership decision-making.
  • Conduct research and data analysis to support strategic planning, policy reviews, and audit readiness.
  • Track changes in NRO financial policy, interpret implications, and recommend updates during policy reviews.
  • Provide guidance on the application of federal budget and appropriation laws, as well as internal procedures.
  • Support the design and improvement of resource management tools, databases, and reporting strategies.
  • Participate in interagency or cross-program meetings to develop coordinated responses and planning documents.

Required Qualifications:

  • TS/SCI with CI Poly clearance
  • Bachelor’s degree in business, finance, or a related field (High school diploma + 4 additional years of relevant experience accepted in lieu).
  • 6+ years of experience supporting the NRO, Intelligence Community (IC), or DoD in a financial or resource management capacity.
  • Experience with federal budgeting principles, including appropriation law, cost estimation, and budget formulation/execution.
  • Proficiency in Microsoft Excel (e.g., pivot tables, formulas, macros) and PowerPoint.
  • Demonstrated ability to apply analytical and project management techniques to resolve data and programmatic inconsistencies.
  • Knowledge of Earned Value Management (EVM) principles and tools.
  • Experience using NRO financial systems such as FIRST and Epx Studio.
  • Experience supporting the development and prioritization of Unfunded Requirements (UFRs).
  • Knowledge of resource trade-off analysis and risk-based resource planning.
  • Experience drafting leadership briefings, talking points, and issue papers.

Preferred Qualifications:

  • Strong written and verbal communication skills tailored to both technical and senior executive audiences.
  • Ability to work independently, manage multiple priorities, and adapt to changing requirements.
  • Demonstrated ability to build collaborative working relationships across teams and agencies.
