About the Department

The Business Tax Auditor performs responsible work receiving, processing, and auditing business licenses, business personal property, meals, transient occupancy, and other related business tax documents and applications. Work is performed under limited supervision and reports to the Business Tax Supervisor.
The preferred hiring amount for this position is between $27.08 - $33.28 an hour ($56,326.40 - $69,222.40 annually). - The City of Charlottesville manages its own retirement system and does not participate in VRS; however, the City has a Portability Agreement with VRS and there are certain provisions that must be met. Position Duties
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - Provides customer service to business owners regarding business taxes such as personal property, meals, transient occupancy, other related business taxes and the business license programs, in person, by telephone and by written correspondence.
- Receives and processes business license documents and applications; and business personal property returns, in addition to other related tax documents.
- Interviews/meets with the public and obtains, researches, and verifies necessary information in order to make business personal property tax assessments.
- Plans and conducts desk and field audits of city businesses to determine appropriate tax base for assessment purposes.
- Conducts routine research and investigations of businesses (new and existing) to determine taxability and/or appropriate classification.
- Examines and investigates tax returns and applications to ensure compliance with city ordinances and state laws; requiring ability to interpret and apply local and state law, case rulings, and opinions - which includes responding to appeals of assessment.
- Resolves problems or questions from customers relating to business license, business personal property, and excise taxes; including payments, billing, and delinquent accounts.
- Cross references data from a variety of sources to ensure taxpayer accounts are up-to-date and accurate.
- Enters and retrieves data with accuracy from a variety of databases and systems.
- Assists with bulk mailings of information to citizens.
- Assists with general office and administrative duties.
- Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
- Regular and reliable attendance.
- Performs additional duties to support operational requirements as apparent or assigned.
Minimum Qualifications
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
- Associate’s degree in accounting, finance, business administration, or related field AND 3 years of related administrative support/customer service work experience.
- High school diploma or GED AND 4 years of related administrative support/customer service work experience.
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
- 1 year of tax auditing experience.
- Valid Virginia driver’s license and acceptable driving record OR ability to provide own transportation to and from meetings and/or other external sites.
- Required to successfully pass a pre-employment background check and pre-employment drug screen.

- Thorough knowledge of applicable Virginia laws, the City of Charlottesville Code, case law, and AG/TAX opinions.
- Knowledge of basic accounting and budgeting principles.
- Knowledge of interviewing techniques and skill in interviewing and eliciting needed information.
- Knowledge of and proven skill in the use of a computer and data entry; and the ability to learn and effectively use agency's systems and software.
- Advanced: ability to read and understand complex written materials such as books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.
- Intermediate: ability to organize data and write clear and concise reports, prepare materials such as business letters, explanations, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
- Intermediate: ability to work with and understand number systems; simple formulas, practical application of fractions, percentages, ratios/proportions and measurement. Ability to perform mathematical computations with speed and accuracy. Ability to audit the work of others and recognize errors in one's own work.
- Intermediate: Provides and receives complex information. Establishes and maintains effective working relationships with City staff, leaders and the public. Understands and maintains safeguards for sensitive and confidential information. May include interactions that involve stressful, negative situations requiring high levels of tact and the ability to diffuse aggressive behavior and reach consensus. - Requires Limited Direction: normally completes work according to their own judgment, requesting supervisory assistance occasionally. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Physical Demands:
- Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Remains in stationary position most of the time.
- Must be able to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
- Must constantly operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
- Must occasionally move about inside the office to access file cabinets and office machinery.
- Ability to observe details at close range (within a few feet of the observer).
- Occasionally walks or drives to external sites for business audits. May drive a City vehicle.
- Typically requires use of standard office equipment and telephone, and related software and hardware; and any other equipment as appropriate or as assigned.
- Work is performed in the office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust.
- Occasionally performs field work in other locations and buildings, where there may be risk of exposure to outside weather, noise, dust and traffic.
- The noise level in the work environment is usually moderate.
