Orbital is currently seeking a Department Manager of Substation Services within the Utility Services team.
Orbital is seeking a high performing, critically thinking, analytical, experienced self-starter. The selected candidate will join as Department Manager of the Utility Services Substation Team providing work coordination and technical program oversight to staff assigned to Orbital’s physical and protection and controls design team across multiple clients. The Department Manager of Substation Services is a management role that is also responsible for leading the growth of this line of business.
The position requires tracking of deliverables, developing a management strategy, performance reporting and monitoring of contract milestones. Primary duties will include the national oversight of the substation design team and power delivery reliability improvement process, preparation of client proposals, issuing formal communication notices, preparing billing documents, resolving contract compliance issues, remaining apprised of on-going policy changes, and making presentations to senior management.
In addition, the position will provide work coordination, evaluate priorities, provide mentorship and general program direction to project managers, engineers, and designers assigned to substation design and power delivery improvement design programs. This team is responsible for managing substation design for physical and protection and controls projects and network reliability improvements on client’s electric distribution systems.

Orbital Engineering, Inc. is currently seeking a Department Manager, Substation Services to serve in a remote work role.
Responsibilities include but are not limited to:
- Plans, directs, and coordinates activities of department personnel to deliver projects on time and on budget while accomplishing the goals and objectives of the projects.
- Directs and/or provides technical leadership to department for engineering design and construction functions within assigned projects.
- Utilizes thorough understanding of the NEC, NESC, NEMA, ANSI, IEEE, industry standard work practices, client standards, and/or other applicable guidelines to complete engineering designs.
- Provide technical support for clients and support regional business development initiatives as a technical resource under the direction of the Department Manager.
- Lead teams of engineers and designers and assume responsibility for their success on projects.
- Attend Pre-bid walkdowns with clients, prepare, review, and approve proposals and project estimates for new client projects.
- Perform technical analyses of electrical substation systems including AC & DC schematic development, relay protection and controls, wiring design, equipment arrangements, conduit and raceway design, bus work, lighting, grounding, and other relevant project deliverables.
- Manages department productivity and financial budget, regularly reports variances to internal management team to verify alignment with business plan
- Supports leadership team with client onboarding, contract negotiations, and extended relationship development to grow Orbital Utility Services business
- Schedules work according to contractual agreements and assigns team personnel to appropriately meet agreement teams
- Regularly interfaces directly with clients or contractors to verify department projects are executed in alignment with scope
- Prepare new drawing packages, modify existing packages and complete as-built documents.
- Support and review electrical power calculations, lighting and grounding calculations, and prepare equipment and installation specifications.
- Provides personnel orientation/training, mentorship, coaching, and disciplinary action
- Completes quality assurance practices on team deliverables to validate highest quality product possible
- Conducts performance evaluations for department team members
- Work is primarily office based but fieldwork may be needed throughout the engineering design, construction, and quality assurance process, with the ability to work from home, as required
- Must be willing to travel overnight or for extended periods of time, based on project assignment, estimated at 20 percent.
Minimum Requirements
- Bachelor of Science Degree in Engineering or equivalent technical discipline with 5+ years of experience in the utility industry, engineering design, and/or project management.
- Demonstrated supervisory skills and proven project management experience
- Thorough and working knowledge of electrical distribution assets and/or communication equipment construction
- Experience in managing a team working through multiple projects with competing priorities while maintain schedule and budget
- Ability to negotiate and develop relationships with current and new clients or contracting parties
- Demonstrated ability to develop and implement process improvements with measurable results in moving a departmental initiative forward
- Successful candidate must have exceptional analytical and decision-making skills, the ability to communicate with all level of the organization
- Skills required for this role include but are not limited to being detail-oriented, strong organization skills and excellent written as well as verbal communication skills/
- Ability to adapt to changing priorities while maintaining an effective team
- Proficient with Microsoft Office software applications
- Experience with analyzing data and preparing departmental financial reporting
- Ability to read and understand engineering drawing/schematics
- Must have dependable transportation and a valid driver’s license with insurance
- Proficient with current computer applications including CAD systems, Microsoft applications, design and business enterprise software.
- Ability to successfully work with remotely located team members.
- This position requires the ability to pass a post-offer drug (including marijuana) and alcohol test in compliance with Federal regulations and is also subject to random testing as a condition of continued employment.
Preferred Qualifications
- Master’s Degree in Engineering or Business Administration
- Professional Engineering (PE) License and/or Project Management Professional (PMP)
- Working knowledge of SKM and/or ETAP software applications
- Demonstrated knowledge in financial analysis and departmental budget management experience, including financial reporting and department auditing
