OBJECTIVE:
Under the administrative direction of the Fire Chief, the Deputy Fire Chief performs responsible administrative and tactical work of considerable difficulty in developing, directing, and evaluating the operations of the Fire Department consistent with established goals and objectives, including integrating and coordinating departmental programs and activities.
RELATIONSHIPS:
Reports to: Fire Chief
Supervises: Directly supervises Battalion Chiefs. Indirectly supervises Captains, Lieutenants, Firefighters, and Paramedics.
Has regular contact with elected and appointed City officials, Department, Division, and Office Heads and staff, community leaders and groups, neighborhood groups, business representatives, members of the City of Janesville Police and Fire Commission, union representatives, outside governmental agencies, local media, and the general public.
Facilitates the Department Training Committee, Equipment Committee, HazMat Committee, and other designated department teams or committees, as required and directed.
The position requires attendance at meetings and special events before and after regular business hours.
Position Duties

- Plans, directs, coordinates, supervises, and evaluates the Operations of the Department to establish a safe and effective work environment that ensures a high degree of operational readiness, which is consistently delivered at all times, and maximizes the level of service provided to the community.
- Plans work needs and priorities and makes appropriate work assignments in the area of assigned responsibility.
- Reviews, recommends, and revises department standard operating guidelines (SOG), policies and procedures in accordance with City ordinances, State of Wisconsin standards, and industry best practices, as needed.
- Coordinates and supervises the records management system and any fire reporting for state and federal partners.
- Indirectly supervises sworn & non-sworn staff of the Fire Department; recommends appropriate employee hiring, promotions, demotions, discipline, and discharges to Fire Chief; evaluates job performance, provides for effective job training, and recommends appropriate personnel actions.
- As necessary, initiates the National Incident Management System (NIMS), Incident Command System (ICS), and/or Blue Card system and serves as Incident Commander, or in other command staff positions when needed at complex incidents, or in the absence of the Fire Chief or other higher-ranking officer; assumes appropriate command staff position in the Department Operations Center, City, and/or County Emergency Operations Center, as needed; routinely assumes administrative on-call responsibilities as Officer-in-Charge of the Department.
- Assists in the planning, preparation, and presentation of the annual Fire Department budget; administers and monitors budget expenditures and approves payments throughout the year; prepares bid specifications, contract, and bid documents; assists in the development and implementation of the Fire Department Capital Improvement Plan.
- Develops systems and approaches to define and meet community emergency service and risk reduction needs.
- Assists with long-range planning efforts and develops pre-incident emergency response plans for facilities within the City of Janesville that have been determined to be a target hazard or pose a life-safety hazard.
- Plans, directs, coordinates, and evaluates department training initiatives, and assists as needed with rescue and special rescue operations, hazardous materials, disaster planning and mitigation, emergency dispatching, water supply, mutual aid, officer training, and firefighter recruit basic training.
- Plans, directs, coordinates, and evaluates the facilities and vehicle programs for the department; works closely with outside vendors and the Vehicles and Operations Maintenance (VOM) staff to coordinate maintenance, repair, replacement, and operating services for the department’s vehicles and equipment.
- Represents the Department to community groups, business representatives, special interest groups, outside agencies, and the general public to determine their needs and concerns to provide more effective service; promotes Department programs and responds to inquiries, complaints, and requests for information from the public to maintain community trust and relations; develops and presents effective press releases on department operations.
- Coordinates and directs, as required, responses to resident complaints and inquiries; coordinates internal investigations; investigates Department operations; reports on findings of resident complaints and internal investigations to the Fire Chief; recommends appropriate disciplinary action, as necessary.
- Directs and/or conducts the function of Fire Department Health and Safety Officer, as required or assigned.
- Facilitates the Training Committee, HazMat Committee, and other designated Department teams or committees, as required and directed.
- Acts in the capacity of the Fire Chief in the absence of the Chief.
- Serves as the department representative to the Rock County Fire Officers’ Association, MABAS Division 104, Rock County Communications Center, and Rock County Communications Center Fire Working Group.
- Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices.
- Performs other special projects and other job duties as assigned or required during regular and non-business hours.
- All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster or the City Emergency Operations Center has been initiated.
Minimum Qualifications
The requirements listed below are necessary to perform the essential duties of the position.
- Graduation from an accredited college or university with a bachelor’s degree in fire management, fire science, public administration, or related management field is required.
- A minimum of ten (10) years of progressively responsible experience in the fire service and emergency medical service, including five years of supervisory/ management experience is required. National Incident Management Systems (NIMS) training, as required.
- Wisconsin Certified Firefighter II, Driver-Operator, Fire Instructor I, and Fire Officer I certifications are required.
- A valid state-issued driver’s license at time of hire is requires.
OTHER QUALIFICATIONS
The qualifications listed below are preferred, but not required to perform the essential duties of the position. The absence of these qualifications on a candidate’s application does not preclude them from consideration.
- Advanced training or continued education in management or command programs.
- Executive Fire Officer certification from the National Fire Academy preferred.
- Wisconsin Certified Emergency Medical Technician and experience as Paramedic are preferred.
A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements.

Other Qualifications
Emergency medical aid unit, fire apparatus, fire pumps, hoses, self-contained breathing apparatus, and other standard firefighting equipment. Personal protective equipment that can restrict movement and vision. Basic office equipment, including but not limited to personal computer, facsimile machines, copiers, cellular communications equipment, and telephone. Microsoft Office Suite of Applications (Word, Excel, Outlook, Access, PowerPoint), ten (10) key calculator, printer, scanner, tape recorder, specific software developed for the fire department, general office equipment, and job-specific equipment as required by assignment. Basic tools and equipment necessary to perform job tasks and functions including but not limited to 2-way radios, cameras, fire extinguishers, standard fire uniforms, cameras, other simple tools, etc.
WORKING CONDITIONS AND PHYSICAL FACTORS:

While performing the duties of this job, the employee primarily works in a general office environment with occasional exposure to outside weather conditions. The position predominantly involves regular business hours, however, can involve regular shift work, including working 24/7 shift hours, rotational and/or fixed, both indoors and outdoors or during normal business hours. The employee may be exposed to severe weather while performing tasks. There is also exposure to many unknown conditions, including possible hazardous sites and dangerous situations or conditions. The employee may be exposed to stressful and life-threatening situations. The employee may be exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents, and oils.
An individual in this position is frequently required to see/observe, talk/speak and listen/hear; sit, walk, stand and on occasion, may need to lift, carry, push or pull objects, up to 100 pounds. The employee is occasionally required to stand, stoop and climb or balance; use hands to finger, handle, grasp, feel or operate objects, tools or controls; repetitive arm, hand and eye movements are included. There is occasional twisting, kneeling, squatting, crawling, climbing, reaching and wrist turning. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The noise level in the work environment is usually moderate. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. Employee is required to use cognitive ability to reason, analyze and verbalize thoughts and ideas.
The employee occasionally works near moving mechanical parts and in high, precarious places. The employee is required to operate a motor vehicle. The employee must have the physical condition to run to persons requiring emergency assistance and lift/carry equipment and injured/deceased persons. Individuals in this position must also be able to force entry into buildings, climb flights of stairs/ladders and perform life-saving procedures.
The employee must be available and present for work as scheduled; be available for on-call emergency notifications and response when deemed necessary; and perform all functions of the job safely and efficiently at all times and in compliance with all safety regulations and policies for the safety and welfare of the employee, co-workers and the general public.
