About the Department
Come join the Issaquah Public Works team as a Senior Engineer responsible for implementing the City’s Intelligent Transportation System (ITS) Plan and managing projects to improve traffic and safety within the City of Issaquah. We are looking for an experienced Senior Engineer to manage complex and technically challenging projects under minimal oversight. Project management, communication skills, and a background working in transportation are essential. The experience can be in traffic and traffic signals or general transportation engineering.

The City supports work/life balance through a generous 2 days in office schedule after the initial training period. Candidates must live in Washington State or be planning to move to Washington State. This position requires accessing the City’s traffic signal cameras, which requires fast internet connection for remote work or spending more than 2 days in the office per week.

Position Duties
Essential Functions:
- Oversees the implementation of the City's ITS Plan
- Communicates technical transportation engineering reports to the Transportation Advisory Board, community members, and City Council.
- Manages the evaluation of the feasibility of Adaptive Signal Control Technology (ASCT).
- Works with the City’s Information Technology Division to expand the City’s fiber optics network.
- Works with the City’s Street Operations Division to replace traffic signal equipment and operate the City’s traffic signals.
- Oversees updates to the City’s transportation concurrency model every 3 to 5 years.
- Updates engineering standards for traffic signals and illumination.
- Oversees the City’s traffic count program.
- Supervises consultants and work with signal technicians to develop, implement and periodically review signal timing plans.
- Supervise consultants to plans for, and implements, improvements to signal operations. This includes changes to signal phasing and lane configurations.
- Coordinates the development of traffic signal timing plans with Washington State Department of Transportation (WSDOT) and other jurisdictions.
- Coordinates the design and implementation of modifications to traffic signals, street lighting, and intersection upgrades.
- Operates ITS functions such as incident management, video surveillance cameras, monitoring incidents, dynamic message signing, data collection and other ITS features.
- Provides support for development review regarding impacts caused by major new projects.
- Evaluates and responds to traffic requests in SeeClickFix.
- Evaluates traffic accidents at signals to determine the need for and nature of useful changes to the current signal timing, phasing or operations.
- Evaluates traffic volumes and participates in the determination of when traffic signals are warranted.
- Provides information and responds to inquiries from contractors, property owners, City staff, and the general public regarding assigned projects.
- Coordinates with other City Departments and private utilities to reduce the number of areas where trees affect lighting and visibility of traffic signals.
- Provides support to review, study, and analysis the traffic portions of SEPA submitted by development for impact on community and compliance with local ordinances.
- Provides technical support and serves as liaison with professional engineers, architects, developers, government officials and the general public to present and explain technical design or operations, features, project priorities, development requirements of specialized projects.
- Attends various committees, public meetings and formal public hearings on proposed projects.
- Prepares maps, exhibits, drawings, charts and graphs and provides technical testimony as required to obtain program support and approval.
- Monitors consultant and grant contracts for projects and coordinates the work of consultants with department staff.
- Assists in formulating City responses to issues raised by the development and implementation of a traffic signal, illumination, and related topics. Develops and maintains a database of engineering information related to traffic signal, lighting and related plans, specifications, and development. Prepares related summary reports.
- May provide the initial review of the design and drafting work of other engineers as it relates to traffic signal and traffic signal operations.
- Prepares specifications for structures or projects requiring the application of engineering knowledge.
Minimum Qualifications
- Bachelor's degree in civil engineering.
- Five or more years of experience in civil engineering, including three years of project administration and management responsibilities.
- Professional Engineer's license required; if PE license is from another state, ability to obtain Washington PE license within 6 months of hire.
- Valid WA State driver's license and a driving record that meets City standards.
- Or any combination of training and experience that would provide the desired knowledge, skills, and abilities.
