Job Purpose:  Oversees and directs construction planning, project management, and facilities maintenance. The role will lead a qualified team to coordinate and assemble construction project cost estimates, resource requirement assessments, and timeline projections, then provide oversight and communication for construction projects and activities. Also leads and directs facilities maintenance and other facilities-related programs.

Summary:  The position plans and executes projects, including facility renovations, new store construction, and other special projects, to be completed on time, within budget, and to appropriate quality standards. The role will coordinate and regularly meet with inside store development leaders and outside vendors to negotiate contracts and review documentation relating to project requirements. Also manages, monitors, and executes on facilities maintenance projects, activities, and programs.

Supervises:    Construction and facilities department staff


Essential Job Responsibilities

The position performs a wide range of duties, including some or all of the following: Recruit, select, manage, and lead a team to accomplish required activities. Plan, budget, and manage construction & facilities, and the Administrative department.

Plan Construction & Facilities Projects

  • Work with Wilco Leaders to prioritize the highest value construction and facilities projects and programs 
  • Work with Wilco’s Broker and other relevant 3rd party partners to accomplish goals, as directed. 
  • Define the scope of the projects and programs in collaboration with senior management
  • Create a detailed work plan that identifies and sequences the activities needed for success
  • Apply value engineering strategies to deliver quality standards while lowering costs. 
  • Determine the resources (time, money, equipment, etc.) required to complete the project.
  • Develop a schedule for completion that effectively allocates the resources to the activities

Coordinate Resources

  • In consultation with the appropriate manager, select resources with appropriate skills for the project activities
  • Manage the construction and facilities team and other resources according to the established policies and practices of the organization

Implement Projects & Programs

  • Execute projects and activities according to plans
  • Monitor the progress of the activities and programs to ensure the success
  • Establish a communication schedule to update stakeholders, including appropriate staff in the organization onthe  progress of planned activities
  • Oversee the construction bid process to general contractors, receive all bids, and compile bid summaries, level bids, qualify bids and provide a recommendation to Wilco Leaders
  • Ensure that deliverables are on time, within budget and at the required level of quality

Other Responsibilities

  • Involved in the initial phase of the site selection process, assists in coordinating new site fit and due diligence assessments
  • Coordinates the review and understanding of zoning, design, and/or permitting requirements with our real estate manager, consultant architects and engineers, negotiates contracts, and formally engages service providers
  • Coordinates the design development, presents designs for internal review and approval, and ensures the dissemination of relevant documents to all internal business partners
  • Ensure compliance with all pre-construction work, including follow-up on landlord work and space delivery scope and dates, before construction starts
  • Review and approve all consultant invoices and progress payments in the project tracking system.
  • Forecast.
  • Manage and track construction budgets, spend to date, invoices paid, committed funds, and change orders.
  • Serve as the company liaison with landlords, developers, co-tenants, vendor partners, and agencies having jurisdiction over the project throughout the construction process.
  • Conduct regular inspections of new, existing, and second-use facilities and provide clear and frequent project status updates to leadership, design, and real estate regarding the project schedule, budget, possible impediments to completion, and other relevant information. 
  • Schedule and lead meetings with the development team to make sure projects are on plan, in budget, and up to company standards.
  • Offer process improvement suggestions and collaborate with store design, merchandising, marketing, IT, store operations, real estate, property management, and maintenance departments to streamline workflow processes and facilitate seamless cross-functional communication and teamwork.

  • 20% - 50% travel required to visit sites under construction as needed to effectively manage projects
  • Solutions, and make recommendations and/or resolve the problem.
  • Thorough command of reading construction documents and doing material take-offs as required, and working knowledge of construction means and methods.

Education/Experience

  • Bachelor's Degree or 4 years of additional relevant work experience in architecture, engineering, project management, or related field
  • Project Management certification 
  • Retail Construction Development experience 
  • 3 + years Project Management, 3+ years construction management in a multi-location environment 
  • Exceptional computer skills.
  • Excellent communication skills.
