As a Project Manager, Procurement, you will oversee and support our procurement and subcontracting operations for major projects in Lévis, Québec. This two-year international assignment offers a unique opportunity to contribute to high-impact procurement initiatives on a global scale.
In this role, you will be responsible for negotiating high-value contracts, reporting on negotiation progress, and managing project timelines closely, escalating any issues and presenting solutions to the identified constraints in a timely manner. You will work closely with the Helsinki procurement, engineering, production, project management, and commercial functions to ensure effective delivery of goods, equipment, and services. You will also play a key role in supplier selection, contract negotiations, and process improvement throughout the procurement lifecycle.
More specifically, you will:
- Assist in leading, coaching, and developing a team of procurement specialists across European operations, promoting collaboration and excellence.
- Oversee the entire procurement lifecycle, from tendering to contract award, for major capital projects and service engagements.
- Draft, issue, and evaluate complex RFPs and tenders in compliance with corporate and regional requirements.
- Negotiate and manage high-value contracts and master service agreements (MSAs) with international suppliers and subcontractors.
- Coordinate with legal, commercial, and technical stakeholders to ensure contracts align with internal and regulatory standards.
- Collaborate with the project management, engineering, and supply chain teams to meet project timelines and cost objectives.
- Monitor supplier performance and cultivate long-term relationships with key suppliers to ensure delivery, quality, and innovation.
- Apply Lean and continuous improvement principles to streamline procurement processes and drive cost savings.
- Analyze supply chain data to drive decision-making and enhance performance.
- Ensure compliance with local and international industry standards and regulations.
Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field; equivalent experience will be considered.
- Master’s degree in a relevant discipline is a strong asset.
- Minimum of 10 years’ experience in strategic procurement of complex goods and services within large-scale projects.
- Professional certifications such as CSCP (Certified Supply Chain Professional) or CPSM (Certified Professional in Supply Management).
- Experience with ERP systems, especially Oracle, is highly desirable.
- Proven leadership, negotiation, and communication skills in international settings.
- Knowledge of procurement processes in industries such as energy, aerospace, mining, oil and gas, or construction is an asset.
- Proficiency in English and French; excellent English communication skills are essential for effective supplier engagement and internal collaboration.
- Strong understanding of financial processes including invoicing, milestone payments, and contract authority levels.
- Willingness and ability to travel across Europe for supplier visits and project meetings.
- To be selected, you must undergo and successfully complete the investigation and security clearance process required by the federal government’s Contract Security Program.
