About the Department
The Riverside Transit Agency is currently looking to fill an opening in our Operations Department for an Assistant Operations Manager. The Assistant Operations Manager assists the Operations Manager and Director of Operations with managing the daily directly operated fixed route transportation personally or through subordinate supervisors and also assists in oversight of labor relations matters for the operations department.
This position should be open and available to work all shifts and may work out of our Riverside and/or Hemet location as needed.Applications will be reviewed in the order received and the posting may close at any time.
Position Duties
The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Represents the Agency and participates in disciplinary hearings grievance/disciplinary hearings for union represented employees within the Operations Department. Subsequent to hearings, conducts investigations and research, and interprets and applies agency policy, Collective Bargaining Agreements/Memorandums of Understanding, and federal and state regulations. Presents justification for recommended course of action to management and prepares documented positions, actions, and resolutions.
Investigates and prepares disciplinary actions, known as Notices of Intent to Discipline.
Maintains 24/7 communication with the Operations Manager and Director of Operations for system status, exceptions and personnel/operational issues.
Assists with the review and ensures accuracy, thoroughness and timely completion of operations reports, including dispatch log, daily operations reports, accident and incident reports, register sheets and extra board utilization.
Assists the Operations Manager and Director of Operations in developing and implementing operating rules and procedures. Assists with creating memos, transportation bulletins and postings that contain pertinent information to ensure the agency’s values are met.
Participates in the Agency Route Planning and Scheduling process regarding future service changes and adjustments to the current schedules for purposes of on-time performance, operator safety and comfort, and customer convenience.
Coordinates with the Contract Operations department to ensure fixed route operations are consistent throughout the service area.
Coordinates with the Stops and Zones section regarding the operational issues of the system wide bus stops (safety, placement amenities) and routes for safety purposes and proposes necessary amendments.
Assists the Operations Manager and/or Director of Operations in providing operators with clear instructions and develops plans to improve their performance reviews. Assists operators with questions, concerns and issues and develops sound resolutions within Agency guidelines. Retrains, coaches and counsels operators as necessary and documents appropriately.
Assists the Operations Manager and Director of Operations in managing and assigning operating and supervisory staff and resources, restructures schedules and shifts to ensure that the objectives are achieved within budgetary constraints. Assists with the evaluation of Operations Supervisor job functions and performance.
Assists with the investigation of accidents and passenger complaints involving Agency vehicles and employees; evaluates the Agency's position and initiates necessary measures.
Assists Training Department in developing operator and operations supervisor training requirements.
Assists the Operations Manager and Director of Operations in planning, coordinating, monitoring and updating the three yearly service changes including the Coach Operator bidding of assignments, Floating Holidays, vacations, Intelligent Transportation System changes and Operations Supervisor staff assignments.
Assist with the establishment of general operating procedures for utilizing the Intelligent Transportation System, Extraboard mark-up and administration, window dispatch, radio communications, and road supervision for Fixed Routes. Assists with the coverage of all Operations Supervisor functions when needed.
Oversees processing of employee payroll information.
Represents the agency as designated in meetings to further agency interests.
SUPERVISORY RESPONSIBILITIES
Assists the Operations Manager and Director of Operations with the managing of subordinate supervisors in the Operations department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A./B.S.) from four-year college or university in administration, transportation or related field and four years’ experience in transit operations, with at least two years supervisory experience or an equivalent combination of education and experience. Highly preferred to have at least one year of Coach Operator experience in public transit.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to create and communicate by way of visual representation (i.e. bar graphs, pie charts).
COMPUTER SKILLS
Must be familiar with current business operating systems, software, and programs (i.e. Microsoft Office, to include Word, Excel, Access, etc.).
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid California driver’s license. Requires proper license(s) with endorsements and certifications to operate a passenger motor coach. Must possess a safe driving record. Ability to obtain a valid California Class A/B with Passenger Endorsement Commercial License with Air Brakes and be able to successfully complete and pass company’s Driver Certification program. State certified trainer, certification in accident investigation and reconstruction is desirable.
OTHER SKILLS AND ABILITIES
Knowledge of public transit operations. General knowledge of vehicle design and maintenance. Knowledge of Western Riverside County and surrounding area city streets and routes. Knowledge of basic schedule writing and run-cutting. Knowledge of Federal and State public transportation regulations. Knowledge of public organizations and their administration. Knowledge of automated dispatching and communication tracking systems. Basic knowledge of accident investigation. Ability to gather and analyze facts and arrive at sound conclusions. Ability to establish and maintain effective working relationships with others. Ability to effectively supervise subordinates. Ability to manage projects effectively and efficiently. Must be adept at continuous measurable improvement. Must display good motivational/team building skills. Must have a good positive attitude, be honest, a good listener, energetic, results oriented, self-starter and self-sacrificing.
