Job Summary

Performs supervisory, administrative, and professional work involving the direction and overall operations and related activities of the Purchasing Department and the Office of Economic Opportunity.

 

Essential Functions

1. Leads, directs, and manages Purchasing and the Office of Economic Opportunity operations: recruits, selects, orients, trains, coaches, counsels, and disciplines staff.  Plans, monitors, appraises, and reviews staff job contributions.

2. Procures materials, supplies, equipment, and related services to all departments and schools.

3. Develops, maintains, and monitors the Office of Economic Opportunity.

4. Prepares purchasing recommendations of award, and agenda review, for School Board approval. 

5. Reviews and analyzes quoted prices, bid, performance, and payment bonds for compliance with specifications.

6. Presides over and mediates bid protests to avoid possible delay of projects and/or litigation.

7. Works with committees and department heads in formulating and upgrading specifications and evaluating bids.

8. Reviews purchase requisitions received to determine propriety of purchases.  Approves and signs purchases orders.

9. Prepares departmental budgets and forecasts needs on an annual basis.

10. Disseminates information to suppliers and district staff concerning district purchasing and minority business affairs policies and procedures.

11. Performs other duties as assigned.

 

Qualifications

 

Education:  Bachelor’s degree from an accredited institution.  Master’s degree preferred.

 

Experience:  Four (4) years experience supervising personnel in high volume governmental procurement.  Four (4) years experience preparing bid specifications for materials, supplies, and equipment for school programs.  Knowledge of the Office of Economic Opportunity.

  • Knowledge of district, state, and federal policies, guidelines, laws, and rules related to purchasing services
  • Knowledge of fundamentals of preparing bid specifications for materials, supplies, and equipment for school programs
  • Knowledge of the Office of Economic Opportunity
  • Knowledge of supervising personnel in high volume governmental procurement
  • Strong oral, written, and interpersonal communication skills
  • Strong word processing, spreadsheet, and presentation software skills
