Cardiff University is looking for a change management professional to support our investment in improving the experience of our students and staff via a strategic portfolio of change. We have a wide variety of projects and programmes focussing on the people side of change, including changes to business processes, systems and technology, information and data security, job roles and organisational structures.

We are looking for an enthusiastic and creative individual to support change initiatives that support our Strategic and Organisational Change Programmes.

This opportunity will allow you to apply and continue to develop your skills and experience in the area of Business Change Management, supporting the implementation of change management strategies and plans by applying consistent change management methodology, and using established tools and techniques, to bring about sustainable change.

By carrying out this role you will be influencing and shaping how Cardiff University continues to deliver the best outcomes for its staff and students.

This post is full-time and fixed term to 31 July 2026.

Salary: £41,064 - £46,049 per annum (Grade 6)

Job Description

As a Business Change Officer, you will play a key role in ensuring change initiatives (delivered through projects) meet objectives by increasing employee adoption and usage. You will have the opportunity to focus on the people side of change, including changes to business processes, systems and technology, job roles and organisation structures. Your primary responsibility will be to support the implementation of change management strategies and plans, applying consistent change management methodology, and using established tools and techniques to bring about sustainable change.

You will assist the Business Change Manager in identifying, planning, and delivering a set of interdependent activities designed to bring about a sustainable business change that will contribute to the successful delivery of outcomes and objectives defined in the business case for a specified university wide programme or business initiative.

You will be expected to assist the Business Change Manager in ensuring the readiness of stakeholders and business activities to integrate new processes into the business-as-usual environment.

In order to achieve this, you will be expected to assist the Business Change Manager to:
  • Support project teams in ensuring that change management activities are integrated into their project plans
  • Support initiatives to embed the change into business-as-usual environments, ensuring alignment with the intended outcomes and benefits of the change.
  • Support the realisation of the vision for the change, leading stakeholders across the University through the interpretation of, and planning for, the change in their own context.
  • Support the delivery of a change communication and engagement strategy aligned to the project plan and timeline, ensuring effective dissemination, cascade, and opportunity to positively influence decisions through established and initiated networks within the University and externally, aligned to established approaches and in partnership with corporate communications resources where required.
The job requires the role holder to:
  • Support the facilitation of positive and sustainable change by forming and leading teams comprising stakeholders (departments and schools) and suppliers (internal and external to the University) 
  • Support the development and implementation of a change communication and engagement strategy aligned to the project plan, identifying effective means of dissemination and opportunities to positively influence decisions through established and initiated networks within the college and externally. 
  •  Maintain relationships with stakeholders at all levels across the college.
  •  Support the communication of a clear vision of the project objectives and business change initiatives, establishing communication channels that foster a sense of unity and common purpose towards achieving buy-in and participation.

Additional Information

  • Produce and deliver oral and written communications that convey complex conceptual and technical information to stakeholders with a variety of levels of understanding and backgrounds, monitoring and measuring their effectiveness.
  • Support change impact assessments across relevant stakeholder groups to determine how the change impacts business units and roles to inform change readiness plans. 
  • Support user meetings, presenting issues and solutions both orally and in writing, and applying creativity to devise varied solutions to complex problems that are anticipated or real. 
  • Support the implementation of change readiness plans, taking into consideration all activities required to embed the change into the business-as-usual environment. (IT deployment, data migration, capability deployment, processes and procedures, training, and engagement)
  • Monitor the readiness levels of impacted staff with regard to upcoming changes; uncover readiness gaps and create and implement action plans to close the gaps prior to go-live. 
  • Plan, direct and manage ”people” transition support and change planning, liaising with the programme team and external suppliers. 
  • Provide ‘people’ transition support to the end of the programme, liaising with project teams and external suppliers
  • Support the implementation of training and development activities for cross-University teams to deliver change initiatives while meeting the individual needs of the stakeholders through the creative use of available resources and the application of Equality and Diversity legislation. 
  • Support the design and development of training activity through the identification of current capabilities and the needs of the project and providing feedback and guidance on overall performance to the teams. 
  • Determine, monitor and review risks inherent in proposed changes, to ensure any potential scheduling and performance issues have minimum impact on provision of other services.
  • Provide advice and expertise on all aspects of business change to the project manager, programme board and University Steering Group to contribute to decision making of significant impact. 
  • Take reasonable care for the health and safety of yourself and of other persons who may be affected by your acts or omissions at work in accordance with the Health and Safety at Work Act 1974, EC directives and the University’s Safety, Health and Environment Policies and procedures and to cooperate with the University on any legal duties placed on it as the employer.
  • Ensure compliance with legal and regulatory requirements in respect of equality and diversity, data protection, copyright and licensing, security, financial and other University policies, procedures and codes as appropriate.
  • Carry out some duties associated with a more senior role for developmental purposes or for a more junior role for operational reasons.

Essential Criteria

Expertise/Competence/Skills
  1. Degree level education or qualified by experience
  2. Excellent interpersonal and communication skills, both written and verbal.
  3. Proven ability to communicate at all levels, with both technical and non-technical audiences, translating complex concepts into understandable, relevant, appropriate and compelling messages through the effective use of presentation and training tools and techniques.
  4. Strong competencies in the use of desktop computers and common IT software applications (especially Microsoft Office, and Web Content Management).
Experience
  1. Experience of supporting the creation of project plans, including prioritisation and scheduling of conflicting tasks and effective use of available resources and budgets.
  2. The ability to utilise relevant change management processes, tools, and resources to support adoption of the changes required by key projects or initiatives
  3. A clear track record of progressive attainments and success in the delivery of business change around IT programmes or services.
Specific Qualities (e.g. attitudes)

8.   Proven strength of character and resilience to drive change, with the demonstrated ability to manage soft factors sensitively.

Desirable criteria
  1. A professional accreditation in Business Change Management, e.g., Prosci or APM Change management.
  2. A working knowledge and experience of working in Higher Education.
  3. Fluency in Welsh, written and oral
