Job Responsibilities

  • Provide registration and permitting assistance to small businesses by answering inquiries via phone and email, conducting site visits (if necessary) to understand facility operations, identifying and quantifying air emissions, air emission modeling, and guiding businesses through the completion of air permitting forms. Develop tools such as emissions inventory spreadsheets and evaluate applicable emission control technologies and pollution prevention opportunities.
  • Lead the Small Business Environmental Assistance Program (SBEAP) by setting strategic direction, ensuring program goals are met, and serving as the primary liaison with the NYSDEC sponsor. Coordinate internally with NYSP2I staff and externally with the Small Business Environmental Ombudsman (SBEO) program to ensure alignment and maximize impact.
  • Maintain and expand the SBEAP web-based knowledge clearinghouse by creating and updating fact sheets, FAQs, and guidance documents. Curate relevant regulatory and technical resources, and ensure the platform remains a comprehensive and user-friendly tool for small businesses across New York State.
  • Conduct outreach and education by developing and delivering training content, coordinating webinars, and building relationships with trade organizations and industry groups. Identify and engage subject matter experts to support sector-specific training and ensure broad dissemination of program resources.
  • Manage the program budget in collaboration with NYSP2I finance staff. Oversee the work of external contractors and subject matter experts, ensuring deliverables are met on time and within scope.
  • Track and report program activities by maintaining confidential records of company assistance, compiling data for quarterly updates, and preparing an annual report summarizing program outcomes. Provide insights and feedback to NYSDEC to inform future policy, rulemaking, and guidance development.
  • Mentor junior technical staff across NYSP2I by assigning tasks, reviewing work, and identifying opportunities for professional development and internal capacity building in air permitting and pollution prevention.

Required Qualifications

Education/Experience: 
  • A minimum of 8 years of environmental engineering experience with at least 5 years of experience in air emissions compliance in a consulting, regulatory, or manufacturing environment.
  • A combination of academic training in air regulations and experience may also be considered.
Skills: 
  • Strong working knowledge of New York State air regulations and working knowledge of federal regulations, particularly MACT/NESHAP; must have air regulatory compliance reporting experience;
  • Solid understanding of industrial processes and equipment used by small businesses in various sectors, and the ability to identify and quantify the air contaminants emitted by the facility;
  • Ability to perform air emissions calculations using emission factors or mass balance procedures and experience with air quality modeling, including standard USEPA-approved models and protocols. Understanding of AERSCREEN, AERMOD.
  • Ability to interact directly with state and local officials on clients' behalf, as needed, and assist with client responses to inquiries from state and federal agencies;
  • Strong attention to detail with excellent analytical and critical thinking capabilities;
  • Strong written and verbal communication skills, problem-solving, and organizational skills;
  • Proficient with Microsoft Office suite with excellent skills in the development and use of Excel spreadsheets to perform calculations and organize data;
  • Ability to work efficiently in a team environment while also being able to work autonomously to successfully perform the required duties with minimal direct supervision;
  • Ability to travel up to 10% to provide assistance and support to NYS businesses.

The New York State Pollution Prevention Institute (NYSP2I) is a statewide technology development, transfer, and assistance center whose mission is to make New York state more environmentally sustainable for businesses, workers, and the public through more efficient use of raw materials, energy and water, and reductions in toxic chemical use, emissions to the environment and waste generation.  NYSP2I is an integrated program of several major elements: direct technical assistance to industry and organizations; research, development, and diffusion; outreach; professional training; a community grants program; and academic educational program development. NYSP2I also focuses on the acceleration of green technologies and greening of the supply chain. NYSP2I is led by Rochester Institute of Technology (RIT) and is a partnership between RIT, Clarkson University, Rensselaer Polytechnic Institute, Cornell University, Binghamton University and the New York Manufacturing Extension Partnership (MEP).

Job Summary

The NYS Pollution Prevention Institute (NYSP2I) at the Golisano Institute for Sustainability at Rochester Institute of Technology is seeking a Senior Environmental Engineer to lead the NYS Small Business Environmental Assistance Program (SBEAP).  This position will help eligible small businesses in their efforts to comply with state and federal regulations by providing information and guidance regarding applicable air emissions regulations as well as source identification and quantification of air contaminants emitted by their facility.  Reporting to the NYSP2I Director and working with the NYSP2I team, the Senior Environmental Engineer will provide expertise in state and federal air emissions regulations and how the regulations apply to each facility and business.  In addition, this position will provide guidance on the completion of required air permitting forms, evaluation of emission control technologies, and identification of potential pollution prevention opportunities.  This position will ensure relevant information is made available to small businesses across NYS and will develop strategies to assist as many businesses as possible across all affected industries, which may include preparing and updating fact sheets, developing calculation tools, calculating emissions, presenting at stakeholder events and developing and delivering training.
