About the Department

Performs difficult skilled technical and administrative work in the installation, inspection, repair and maintenance of residential and commercial single phase, polyphase, self-contained, and transformer rated meters and equipment; installs and maintains fiber optic cables; does related work as required. Work is performed under the general direction of the Electric Substation Superintendent.     


This is moderate work requiring the exertion of up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms’ length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, atmospheric conditions, and oils.

Position Duties

Plans, supervises and participates in electric meter installation, calibration, programming, and testing of all types and classes of electric meters and related equipment; working around energized high voltage lines; operating equipment; preparing and maintaining files, records and reports.  Plans and manages metering-related projects including system upgrades, meter replacements, and infrastructure improvements; develops scopes, budgets, and timelines; coordinates internal and external resources to ensure successful project completion.


Troubleshoots difficult metering problems and billing issues.

Maintains, monitors and operates the AMI network.  Oversees maintenance or replacement of AMI network equipment.

Performs advanced diagnostics on AMI systems and resolves communication issues.

Programs electric meters for different billing rates.

Verifies the wiring for metering installations.

Ensures compliance with applicable federal, state, and local regulations regarding electric utility metering and safety.

Assists in planning and implementing upgrades to metering infrastructure, including meter replacements and communication hardware.

Interprets one-line diagrams, schematics, and construction drawings related to metering and electric distribution systems.

Monitors and analyzes data from metering systems.

Operates test equipment to evaluate system performance.

Creates and carriers out service orders for meter maintenance.

Ensures compliance of solar generation installations with city standards and installs the electric meter.

Coordinates projects with co-workers, other City departments, contractors, and consulting engineers in order to achieve the overall City goal.

Participates in switching orders for transferring electrical loads, isolating electrical circuits & substations.

Inspects and maintains SCADAmate switches.

Oversees the installation of metering equipment and verification of meter cards and multipliers.

Investigates power quality and demand complaints and assists the customer and electric line staff in identifying electric service problems.

Inspects distribution system components using infrared equipment.

Prepares and maintains a variety of records and reports.

Installs, repairs, maintains, and operates fiber optic cable for the City of Monroe.

Project manages metering and electric system initiatives including AMI upgrades, meter replacements, and fiber optic installations; develops detailed project scopes, budgets, schedules, and resource plans.

Works outside normal hours in emergencies.

Performs related tasks as required.

Minimum Qualifications

Thorough knowledge of the principles and practices of electrical metering, electric substations and distribution equipment.  Knowledge of principles, methods, materials, tools and equipment used in the installation, testing, removal and maintenance of transformers, regulators, capacitors, switching and fusing equipment, circuit breakers, controls and instrumentation, relays, batteries and chargers, revenue meters and other associated equipment.  Possess the ability to operate electrical test equipment and tools; interpret schematic drawings and computerized data; operate computer equipment; interpret electrical codes and regulations; Thorough knowledge of OSHA regulations especially as they relate to construction, repair and maintenance of an electric distribution system; Knowledge of governmental, personnel and purchasing practices;  Working knowledge of personnel laws and regulations related to employment and safety;   ability to perform manual work and physical stamina to withstand working under adverse weather conditions; ability to understand and follow instructions in both oral and written form; ability to establish and maintain effective working relationships with associates and the general public; skill in the use and care of tools of the trade.


EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school and extensive experience in electric metering.


Other Qualifications

Possession of an appropriate commercial driver's license valid in the State of North Carolina.  This position is subject to callback after normal working hours.  Must be able to respond to emergency calls within 1 hour for callback purposes.  CPR and basic first aid certification required.
