General Summary: Responsible for planning, organizing, and leading the Community Preservation division within the Community Development department. Responsible for supervising assigned staff members and special projects.
Note: Level is determined by scope of work, span of control, and impact to the organization.
Responsibilities include but are not limited to:
- Manages, plans, coordinates, directs, and reviews the activities, tasks, and assignments of staff conducting inspections and enforcing City Codes and Ordinances for the City of Lancaster.
- Manages the Community Preservation division to ensure a high performance, customer service-oriented work environment that supports achieving City and department missions, goals, objectives and service standards.
- Assists in budget development and administers assigned budgets as required; prepares cost and fee estimates for budget recommendations; monitors and approves expenditures.
- Manages the maintenance, development, and implementation of applicable administrative processes, procedures, programs, and activities.
- Personally responds to the more complex or sensitive complaints or inquiries; conducts inspections, develops recommendations, and takes enforcement actions as needed.
- Supervises and oversees preparation of Community Preservation cases for legal action; provides testimony for administrative hearings.
- Coordinates enforcement activities with other government agencies and City departments.
- Acts as lead for multi-agency investigation of complaints.
- Researches property records and historical information to resolve issues and complaints.
- Maintains up-to-date knowledge of Community Preservation disciplines, policies, safety techniques and methods, codes, standards and regulations, applicable laws, and City goals, practices and policies.
- Researches, develops, and implements new programs for Community Preservation staff.
- Develops, recommends, and implements policy and procedures, including citation and prosecution processes.
- Recommends and develops revisions for Municipal Codes.
- Manages the completion of accurate studies and research as needed; conducts effective public presentations.
- Provides technical code enforcement interpretations and advice to other City staff; responds to inquiries from property owners, contractors and business owners; makes notifications of corrective actions required.
- Educates and confers with members of the public, developers, contractors, attorneys, property managers, outside agencies, and City staff regarding the interpretation of codes and to resolve problems.
- Provides information to the public regarding zoning, land use laws, and property maintenance.
- Creates and proposes innovative approaches that encourage property owners, managers, and tenants to better maintain and/or upgrade their properties.
- Attends and participates in a variety of meetings including community, commission, and City Council meetings and hearings.
- Drafts and develops written correspondence, reports, and public education materials, posts legal notices on property.
- Prepares written reports and data on operations and activities of the Community Preservation division; writes correspondence, case histories, statements, and documentary evidence of problems and complaints.
- Evaluates employee performance to ensure a high quality of service; mentors and coaches personnel; identifies ways to motivate and recognize employees for outstanding performance; identifies and implements training and development opportunities for assigned staff; identifies and addresses employee conduct and performance concerns, in accordance with the City’s personnel rules and policies.

Minimum Qualifications:
- Bachelor’s degree from an accredited college or university with major course work in related fields including Criminal Justice, Business or Public Administration, Law Enforcement and/or Public Policy.
- Five (5) years of experience with three (3) years supervisory experience.
- Equivalent combination of education and work experience may be considered.
- Possession of California Association of Code Enforcement Officer (CACEO) Certification.
