Duties
SUMMARY OF DUTIES: Serves as the primary Food, Hospitality, and Recreation Division interface to all Regional MCCS operating divisions and base activities in support of administration, project development, research, approvals and implementation. In coordination with the MCCS Logistics Division, support the development of project timelines, identification of interface requirements, track, monitor and reoccurring updates to the Division on project progress from concept to completion. Interface with MCCS Headquarters, Logistics, FHR Business Managers, Program Managers, Human Resources, etc. Assist the Division Director and Deputy Director in developing short- and long-term project and business goals. Monitor, track, and support in the development of short and long range business requirements, serving as a liaison between stakeholders as needed. Responsible for a variety of administrative and office functions in support of upper-level management. Manages the Divisional flow of operational program processes in an office environment. Establishes status of actions on numerous projects and program operations. Advises the Administrative Team and Division Management on development and implementation of administrative directives and procedures. Develops internal policies, procedures, and work methods affecting administrative management operations. Prepares correspondence and drafts instructions, such as memorandums of agreement, decision papers, travel requests, exception to policies, in accordance to Camp Pendleton administrative regulations and naval correspondence standards. Facilitates methods for automating reports and correspondence. Uses a personal computer to transmit correspondence, create reports, databases, spreadsheets, graphics, slide shows and presentations. Manipulates data to meet presentation and report requirements. Enforces and trains employees on proper naval correspondence rules and correct grammar, spelling, capitalization and punctuation. Receives telephone callers, visitors, complaints and outside contacts and directs them to appropriate contacts when necessary. Receives and delivers messages to staff members. Arranges and maintains appointment calendars for Division Directors. Establishes status of actions on numerous projects, administration, and program operations. Advises staff on development and implementation of project approval requirements, practices, policies and procedures. Serves as administrative advisor to staff across MCB Camp Pendleton, MCLB Barstow, and MCAS Yuma and is responsible for the development of internal policies, procedures, and work methods affecting project management and business operations. Collects, compiles and organizes information and data to meet project and business requirements. Facilitates methods for automating project reports and correspondence. Uses an official computer to transmit correspondence, create reports, databases and spreadsheets. May perform support functions such as gathering statistical data; monitoring and reporting on operational budgets; assisting in developing financial plans, obligating funds; maintaining inventory and making arrangements for APF and NAF end of year spending. Performs supervisory functions typical of a first level supervisor. Prepares work schedules and makes work assignments; distributes workload; evaluates work performance; trains employees; establishes leave schedules; initiates personnel and disciplinary actions. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Position may require travel to support various installations within the region (MCLB Barstow, MCB Camp Pendleton, MCAS Yuma). Performs other related duties as assigned.

Qualifications
MINIMUM QUALIFICATIONS: Three years experience that demonstrates broad knowledge of complex administrative practices and principles. One of the three years¿ experience must be in providing direct support to upper level management in an administrative position within MCCS. Skills to organize and coordinate multiple high visibility projects with multiple stakeholders simultaneously. Skill to operate a personal computer, and associated peripheral equipment and software. Knowledge of support functions such as gathering statistical data, monitoring and reporting on support budgets, assisting in developing financial plans; obligating funds. Skill to supervise employees in the accomplishment of work. This is a white-collar position where occasional lifting up to 20 lbs may be required.
