What You Will Be Doing

This position is a senior software developer providing analysis, programming, and support for internally developed and third-party applications and systems in use by the Alaska Division of Motor Vehicles (DMV) staff, other state agencies, and the public. It provides programming support for existing DMV line of business applications and develops new solutions primarily using .NET web-based frameworks and SQL server. This position is also responsible for mentoring junior developers as appropriate, assisting the team with solving complex technical issues, and making recommendations for developer toolsets and coding standards. 

You should be able to demonstrate analytical and programming skills to review systems used throughout the DMV. Experience in various high-level programming language(s) and methodologies such as C#, MVC, ASP.Net, JavaScript, XML, HTML, and T-SQL is preferred. As a project oriented team, knowledge of System Development Life Cycle, as shown by leading IT projects from conception through implementation, is very important. Our team has leveraged source code repositories and automated builds through use of Git, Bitbucket and Jenkins. As a customer-centric team, experience with complex problem identification and resolution through code analysis, development and repair is crucial. If you are experienced with Microsoft SQL Database analysis; Reporting Services (SSRS); C# development with API integrations; communication skills to work with and lead other analyst/programmers within a collaborative work environment; you may be just the person we've been seeking.

This position is posting with the flexibility of an Analyst/Programmer 4 through Analyst Programmer 5.  A review of the minimum qualifications will determine which level the selected applicant will start. If selected at the Analyst/Programmer 4 level, we have a training plan appropriate to ensure a transition to the Analyst/Programmer 5 level as experience and knowledge grows so that you can promote within the DMV Programming section. 

 

The Working Environment You Can Expect 

We currently operate out of the DMV main office at 4001 Ingra Street in Anchorage, AK. We would consider having staff work out of the Juneau offices located on Sherwood Lane or our Fairbanks offices located on 3rd Street.  For the right candidate, we will also consider a telecommuting option. 

 

Who We Are Looking For

We are interested in candidates who possess some or all of the following position specific competencies:

• Database Management Systems: Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.

• Logical Systems Design: Knowledge of the principles and methods for designing business logic components, system processes and outputs, user interfaces, data inputs, and productivity tools (for example, computer-aided software engineering).

• Software Development: Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment.

• Software Engineering: Knowledge of software engineering design and development methodologies, paradigms, and tools; the software life cycle; software reusability; and software reliability metrics.

• Software Testing and Evaluation: Knowledge of the principles, methods, and tools for analyzing and developing software test and evaluation procedures.

Position Duties

Analyst/Programmer 4

Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

Substitution:

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.

Analyst/Programmer 5

Six years of computer programming experience, of which, at least two years were at the project leader or systems design level. This is equivalent to an Analyst/Programmer 4 with the State of Alaska. Two years of experience must have been in a business application, scientific application, microcomputer or computer information management support specialty. The specialized experience may be gained concurrently.

Substitution:

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience in a specialty area. There is no substitute for the systems analysis and design or project leadership experience.

Special Note: 

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.

For some positions in these job classes, a background investigation including fingerprinting is required.
