About the Role:
King County Wastewater Treatment Division (WTD) is seeking a Human Resource Manager I (HRM I) to join the Human Resources team! The HR Manager I will be a key member of the HR team and will oversee and supervise assigned HR Service Delivery functions and report directly to the HR Manager II. This is an exciting opportunity to make a large, direct impact within WTD as the HR team innovates and implements changes to support the rapidly growing division. This recruitment aims to fill a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position with an anticipated duration up to 2-years.
This is a great opportunity for individuals who would like to be involved in both the functional and strategic roles in HR. The division is rapidly growing which will result in challenges for HR Service Delivery and will include need for continuous process improvements, oversight of HR operations, strategic planning, and quality control.

Position Duties
What You Will Be Doing:
- Serve as the senior advisor to address a full range of complex human resource matters as they relate to the diverse group of individuals at WTD.
- Support the advancement of WTD’s equity, racial, and social justice principles and practices and its alignment to the County’s ESJ Strategic Plan.
- Manage multiple assigned HR services and programs such as employee relations, classification and compensation, and leaves management to ensure efficient and effective operations of policies, processes, and systems.
- Drive innovative HR improvements within the division by leading continuous improvement initiatives to align with WTD’s strategic goals and prepare the workforce for future business needs.
- Work with the HR Manager II to build a collaborative, action-driven, and customer-focused HR team in a positive and supportive learning environment and culture.
Minimum Qualifications
Qualifications You Bring:
- Experience across a wide range of HR functions and service delivery, which could include employee relations, employment and labor law, compensation, training and development, performance management, and medical and leave management.
- In-depth experience with public sector policies, processes, and labor relations.
- Experience in managing, coaching, and training teams as a lead or supervisor.
- Experience integrating inclusion and belonging principles to coach and mentor a diverse HR team.
- Excellent verbal and written communication skills.
- Proven skills in analysis, critical thinking, problem-solving, judgment, and influence.
- Demonstrated ability to build trust and establish effective relationships across all organizational levels while maintaining confidentiality and exhibiting tact/diplomacy.
- Decision Quality - Making good and timely decisions that keep the organization moving forward.
- Directs Work - Providing direction, delegating, and removing obstacles to get work done.
- Plans and Aligns - Planning and prioritizing work to meet commitments aligned with organizational goals.

- Bachelor’s degree or higher in business, HR management, policy administration, pre-law, law, or similar field.
- Experience analyzing HR systems for process designs and improvements.
- Experience with King County specific enterprise level tools such as NeoGov, PeopleSoft, Tableau, PowerBI
- Experience with King County specific policies, processes, and labor contracts
- SHRM or HRCI certification.
Other Qualifications
Working Conditions:
- Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements 4 to 6 times a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104).
- Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is not represented by a union.
- Duration: This recruitment aims to fill a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position with an anticipated 2-year assignment.
