This job opening is for one Construction Inspector I or II depending on business need and applicant's qualifications and experience. Qualification and experience will determine the applicant's position and pay.

Construction Inspector I – B18 | $45,521- $71,055 yearly 
Construction Inspector II – B19 | $48,244 - $76,028 yearly
Construction Inspector III - B20 | $51,158 - $81,351 yearly

Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level follow standard practices that do not require frequent supervision of details.

Essential Duties:
Construction Inspector I, II or III:

  • Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections.
  • Attends pre-construction meetings and answers questions from contractors and other attendees.
  • Calculates payments due contractors for work completed.
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.
  • Observes and inspects ongoing construction work.
  • Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.
  • Prepares monthly and final estimates.
  • Resolves differences in interpretation of plans and specifications.
  • Documents work progress and issues arising throughout scope of project
  • Performs other job responsibilities as assigned.

Additional Duties for the Construction Inspector II or III:

  • Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications. 
  • May assist in planning and coordinating office operations.
  • Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required moves traffic control devices and barricades.
  • Prepares reports.
  • Serves as a lead worker or project leader.
  • Trains and mentors less experienced inspectors on work methods.

Additional Duties for the Construction Inspector III:

  • Mentors and develops technical employees in test and inspection procedures and material specifications.
  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Attends pre-construction meetings and answers questions from contractors and other attendees.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience for a Construction Inspector I: No experience required.
Experience for a Construction Inspector II: Construction Inspector II: 1 YEAR construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience.
Experience for a Construction Inspector III:Construction Inspector II: 2 YEAR construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience.(Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

  • Reading and interpreting applicable plans, schematics, blueprints and maps

  • Preparing and maintaining confidential and sensitive records, files, and reports
  • Using computers, applicable programs, applications, and systems

Construction Inspector II or III:

  • The Texas Manual on Uniform Traffic Control Devices
  • Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems
  • Overseeing and coordinating projects and program activities
  • Leading, assigning, reviewing, and monitoring the work of others
  • Shows initiative and action beyond what is required to improve products or services; is self-starting and completes assignments independently without constant supervision

Additional Competencies for a Construction Inspector III:

  • Leading, assigning, reviewing, and monitoring the work of others
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering
