About the Department

This is a professional level position under the general supervision of the Economic Developer.  The incumbent will be responsible for problem solving and providing technical assistance and information-gathering research designed to facilitate the preparation and implementation of Livingston County economic development plans and programs.   Responsibilities include monitoring the Economic Development Agency’s (Agency) various media outlets to maintain consistency in the messaging for the Agency’s brand, preparing narrative reports to be used by management, identification of ways to improve the use and flow of information for the benefit of the Agency and the public, assisting in the preparation of marketing collateral and the administration or implementation of initiatives and programming to make Livingston County businesses more successful.   Supervision may be exercised over a support staff.  Work requires considerable initiative and independent judgment. Work is performed in the office and in the field.   An Economic Development Specialist does related work as required.
            

Position Duties

  • Provides information to be used in promotional campaigns aimed at the Livingston County business community;
  • Conducts research and analysis designed to provide background information to the Economic Developer on key topics and issues related to economic development;
  • Collects and analyzes statistical data essential to economic development studies and works with consultants that may be retained to conduct such studies;
  • Gathers information regarding businesses and maintains a database thereof; 
  • Interacts with agencies involved in economic development on a federal, state, and/or local level;
  • Coordinates events and educational opportunities;
  • Identifies properties and buildings available for development and assists with marketing of such properties;
  • May assist with identification, writing, administration, and monitoring of grants related to economic development;
  • Assists in preparation of bulletins, applications, marketing materials, and other written materials;
  • Assists in outreach efforts to involve commercial/industrial business in the Agency’s programs;
  • Manages public relations efforts including website and social media sites;
  • Attends conferences and public meetings as a representative of the Agency;  
  • Acts as staff liaison to Industrial Development Agency (IDA) and Local Development Corporation (LDC); and
  • Performs other related duties as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS:  Good knowledge of the principles, practices, methods, and terminology used in economic development, business administration, and marketing; good knowledge of public relations and business techniques; working knowledge of basic research methods and techniques; ability to establish and maintain effective working relationships with business officials and the public; ability to maintain confidentiality; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to analyze, organize data and prepare clear and accurate reports; ability to interpret the goals of the agency; initiative and resourcefulness; and physical condition commensurate with the demands of the position.

Minimum Qualifications

Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment:

Training/Education 
  • Possession of a Master’s degree[1] in business, economics, marketing, planning, public administration, education, English, or a closely related field.
  • Possession of a Bachelor’s degree[1] in business, economics, marketing, planning, public administration, education, English, or a closely related field.
  • Possession of a high school diploma or a high school equivalency diploma.
General experience 
  • One (1) year of full-time, paid professional level[2] experience in marketing.
  • Three (3) years of full-time, paid professional level[2] experience in marketing.
  • Seven (7) years of full-time, paid professional level[3] experience in marketing.
Supervisory experience 
  • N.A.
License/Certification 
  • Possession of a valid New York State driver’s license.

Part-time service will be given prorated credit toward experience requirements.

Other Qualifications

  1. An appropriate driver’s license must be maintained throughout employment.
  2. A driving record evidencing safe and responsible vehicle operation is required. 
  3. Must authorize and execute any necessary releases to enable the appointing authority to verify licensure and driving history involving violations and/or crimes.

SPECIAL NOTE:  This is a position in the non-competitive class.  An appointee will attain permanent competitive status as a Economic Development Specialist, without examination, upon the HELP Program ending and one year of service with satisfactory ratings.
