POSITION SUMMARY
Provides engineering expertise in the areas of transportation and traffic engineering. Performs engineering assignments requiring some exercise of independent judgment in the planning, design and construction of capital improvement projects.
Performs engineering studies, evaluates others’ work, makes recommendations, and implements results. This position will perform and/or coordinate consultant engineering reviews of plans and specifications for both private and public projects in the city. The position will also manage the planning, design, and construction administration of capital improvement construction projects.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities
- Participates in discussions and review of development submittals, Capital Improvement Projects, and transportation planning; reviews site plans, conducts and evaluates traffic impact studies to ensure conformance with City and transportation rules and guidelines. Also reviews and approves traffic control plans / right of way permits for conformance to City and MUTCD standards
- Manages traffic engineering studies, including analysis, evaluation, recommendation, and implementation; assists in neighborhood traffic mitigation improvements. This includes working to complete / implement the Walk & Wheel Plan, the City’s first neighborhood traffic calming program and vision zero campaign.
- Provides technical information and support to the Traffic Engineering Manager, the Transportation Advisory Committee, and to other departments.
- Represent Public Works / Traffic Engineering at public meetings, intradepartmental meetings, citizen groups meetings, Council meetings, Study Sessions, Policy Committee meetings, and other meetings as may arise.
- Works to complete the City’s strategic plan with respect to traffic related items.
- Serves as the City liaison on transportation issues; serves as the City’s representative in professional transportation organizations.
- Understands and implements the city development processes related to land development and engineering.
- Designs, prepares and/or reviews projects for accuracy, feasibility, economy, and compliance with codes and regulations.
- Coordinate assigned engineering projects with other City departments, outside contractors, government agencies and organizations and the public.
- Prepares written reports and specifications.
- Performs engineering calculations and measurements. This may include conducting sight distance evaluations to identify and coordinate the removal obstructions to sight distance triangles.
- Prepares requests for proposals, scope of work, bidding documents, and other documents to proceed with a project. Evaluates responses and makes recommendations regarding consultant and contractor selection.
- Prepares engineered plans, specifications, and contract documents for traffic and transportation improvements using CAD and related design software.
- Prepares and reviews construction cost estimates for city construction projects.
- Manages capital construction projects including coordinating inspections, materials testing, meeting with contractors and citizens and ensuring that projects are on schedule and adhering to specifications.
- Manages projects through documenting project meetings, correspondence, and submittals while ensuring projects remain within budgets.
- Support applying for, obtaining, and administering grants including preparation of concept designs, cost estimates and grant applications.
- Contacts federal, state, and local agencies to develop engineering improvements and projects on an inter-governmental basis, and coordinates improvements with the same.
- Respond to citizen inquiries about speeding, pedestrian crossings, parking, intersection safety, and traffic operations in a timely manner.
- Respond to developer/architect/engineer inquiries about signing, striping, parking, traffic signal, and other public improvement requirements in a timely manner.
- Conducts all-way stop, pedestrian crossing, intersection control evaluations, left turn operations studies, and signal warrant analysis to evaluate the need to modify existing traffic control within the city.

PREPARATION AND TRAINING
Education: A Bachelor's Degree from an accredited college or university with major course work in Civil Engineering, Construction Management or related field;
Work Experience:
Engineer I: 0-2 years of progressively responsible plan review, engineering design, or closely related experience.
Engineer II: 2-5 years of progressively responsible plan review, engineering design, or closely related experience.
Certifications and/or Licensures:
- Engineer I: State of Colorado Engineer Intern (EI) or ability to obtain within six months of employment.
- Engineer II: State of Colorado Engineer Intern (EI) required. State of Colorado Professional Engineering License (PE) preferred.
Required Driver’s License: Valid Colorado driver’s license and a clear or acceptable MVR
An equivalent combination of education, training and relevant job experience may be substituted.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge
Working knowledge of:
- Principles and practices of engineering, including standards, policies, and technical issues.
- Public works practices and procedures, planning, and administration.
- Applicable federal, state, and local laws, codes, and regulations
- Transportation engineering theories, principles, and standards
- Manual on Uniform Traffic Control Devices (MUTCD), Colorado Model Traffic Code, policies, and regulations
- Knowledge of AASHTO Green Book, PROWAG, and other design references
- Design and operation of traffic control devices
- Operation of traffic signal systems
- Traffic Signal system software and computer technology
- National Association of City Transportation Officials (NACTO)
Skills and Abilities
Computer Skills - Applications software for Windows environment, Microsoft Office preferred. Computer skills required to work with AutoCAD, Synchro, and GIS.
Communication Skills - Intermediate communication skills required to maintain effective working relationships with contractors, consultants, and other staff members
Analytical Skills - Intermediate analytical skills required to evaluate complex problems and propose alternatives and solutions where innovative modifications in the proposed design are necessary to conform to existing field conditions.
Project Management Skills - Intermediate project management skills required to coordinate contractors and inspection staff on construction projects.
General Management Skills - Intermediate management skills required to prepare construction cost estimates, long range budgetary projections, and project specifications.
Mathematical Skills - Advanced mathematical skills required to perform trigonometry and geometry.
WORKING CONDITIONS
Work is performed in a standard office environment, requiring sitting for extended periods of time, and occasional light lifting (up to 15 lbs.). Job requires visual and physical capabilities to work on computers and associated equipment for prolonged periods of time (6-8 hours daily).

SALARY RANGE
Engineer I: $59,261-$88,892
Engineer II: $66,966-$100,448
