Area Project Manager na OUTSOURCE Consulting Services, Inc. (OCSI.co)

Seeking a Area Project Manager to support our federal government client in Aiken, SC. Application Deadline: Monday, 09/29/2025 at 12:00 noon EDT.

Requirements:

The Contractor will provide overall management and direction of engineering, procurement, and construction of multiple complex multi-million-dollar projects critical to SRS Operations. Responsible for a wide variety of less significant projects managed by less qualified Project Managers.

·        Establish and manage numerous diverse project management teams, providing policy direction, broad program direction, and establishing priorities needed to integrate numerous ongoing area projects.

·        Manage project cost, schedule, scope, and subcontract matrices, while adhering to SRS quality, environmental, and safety objectives.

·        Establish and control project costs, schedule, and technical baselines and provide effective management of project staff and matrix personnel to control baselines.

·        Manage professional and non-exempt employees to include career development, motivation, performance review, and salary administration.

·        Initiate and frequently deliver concise and accurate presentations to internal and external customers regarding project implementation plans, status, changes, and new approaches, including complex technical, organizational, and financial issues.

·        Conduct highly complex analysis of problems involving numerous engineering disciplines.

·        Develop new and innovative alternative action strategies enabling the early achievement of milestones.

·        Perform risk analyses and provide decision authority for defining and approving corrective actions and establishing priorities.

·        Manage project efforts to ensure project progress is within schedule, cost, technical, environmental, and legal baselines.

·        Act as an technical project management advisor and consultant to project management teams, peers, less experienced project managers, and SRS senior management, and external customers.

Work Hours: Up to a 40-hour work week is scheduled. The client utilizes various work schedules, including 5/8s (8 hour/day; five days per week), 4/10’s (10 hours/day; four days per week), and 9/80’s (9 hours/day, five days on week AA and four days on week BB. Work week excludes SRNS holidays. Each workday has 30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager. The anticipated work schedule is 4/10s, Monday - Thursday, 6:00 am to 4:30 pm.

Area Security Access: Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. After the award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.

Qualifications:

Required

·        Mastery of project management principles and techniques including but not limited to:

o   life cycle cost analysis

o   net present value and internal rate of return calculations

o   system efficiencies

o   product warranties and technical bid evaluations

o   depreciation schedules

o   contractual terms conditions

o   communication management

o   human resource management

o   time and schedule management

o   risk management

o   contract and procurement equity management

·        Comprehensive understanding of work hazards, safety programs, environmental law, legal and business concepts is mandatory.

·        Must be able to provide Professional References

·        Must be capable of obtaining and maintaining a DOE “Q” security clearance

Education

·        Bachelor's degree in an engineering or environmental discipline and at least 15 -17 years project management experience and at least 8 years personnel management experience.

Preferred

·        Project Management Professional (PMP) certification  

·        Five (5) or more years of experience working at Savannah River Site (SRS)

·        Demonstrated experience coordinating transition logic from construction to startup as well as transition to operations for operational readiness

·        Demonstrated previous experience with the use and implementation of Manual 5E, Startup Test Program, and related directives and standards, or an equivalent Commissioning/Startup program

·        Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years
