This is a professional management level administrative generalist work performed in conjunction with the administration of a major program within a department. Incumbents provide key management level, administrative and technical support to a division chief position or may function as a section chief with a programmatical functional area. Work is performed under general supervision and performance is evaluated in terms of its overall contribution to managerial improvement and organizational efficiency.
About the Agency
The mission of the Prince George's County Board of Elections is to promote voter education, administer an efficient voting process, maintain an accurate voter registration database, and ensure that elected officials are elected in accordance with Federal, State, and County election laws. The Board of Elections is responsible for the supervision of elections, voter registration and record keeping, and the administration of election laws in Prince George's County, in accordance with The Election Law Article of the Annotated Code of Maryland. The Board and the Election Administrator seek to provide voter registration to every County citizen who wants it.
Position Duties
Coordinates technology activities and projects for the Board of Elections. Identifies opportunities to solve business problems through the use of current technology.
Translates the Board’s business goals and management needs into the technical infrastructure required to accomplish those needs.
Explains, advocates and negotiates with groups and individuals internally and externally, including development and conducting presentations, writing reports, and facilitating focus groups to obtain support from all levels within the pertinent customers’ organizations.
Maintains current technical skills, particularly within their specialty area(s), and stays informed on current technology trends.
Defines and develops technical/ functional specifications and prepares contract materials related to the acquisition of the recommended software, hardware, consulting services, etc.
Serves as project manager on medium to large projects; develops objectives and benchmarks against which to evaluate project status; develops the project plan; and identifies the required resources needed to ensure project is completed on time.
Maintains awareness of the status and effectiveness of current data processing support.
Prepares data processing briefings for presentation to all interested users.
Schedules and coordinates meetings with users and management to characterize and resolve technical and administrative problems.
Keeps Elections Administrator, advised of issues on product and vendor information and/or problems.
Provides management and supervisory support for the IT Division.
Performs tasks and duties willingly and cooperatively, which may not be specifically listed in the position description but are within the general occupational category.
Minimum Qualifications
- Master's Degree in Computer Science, Mathematics, Business or Public Administration, or closely related field such as Information Technology or Information Systems.
- Two (2) years of progressively responsible experience in information technology management, with at least one (1) year of supervisory/managerial experience.
- Considerable knowledge of the principles and methods of public administration and local government.
- Considerable knowledge of management practices and administrative and legislative processes.
- Considerable knowledge of the functional area to which assigned.
- Considerable knowledge of program development, implementation, management techniques, and evaluation concepts.
- Ability to prepare, interpret and evaluate proposals and modifications.
- Ability to coordinate a diverse range of assignments.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective professional work relationships with County officials, representatives, and the general public.

Conditions of Employment: Upon selection, the candidate must:
- Be a Maryland resident.
- Be a registered voter in the state of Maryland.
- Pass a criminal background check.
- Possess a current valid driver's license.
- Have excellent computer, data entry and analytical skills.
- Be able to lift and carry supplies/equipment up to fifty (50) pounds.
- Be able to work specified weekends and holidays as required.
- Meet all training and performance standards and demonstrate proficiency as required by the agency.
- Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
- Be willing to adhere to the following - Due to the nature of the service provided by this agency, all employees are considered essential during an election cycle. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Additionally, Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
- Be willing to adhere to the following - The election cycle begins three (3) months prior to an election and one (1) month following the election. As an essential employee you WILL NOT be authorized to take leave during an election cycle.
