About the Department
Perform complex technical and administrative duties in support of one or more Human Resources program areas including protected leave administration, employee benefits, training and development, employee engagement, workers compensation, recruitment and selection, policies and procedures, employee and labor relations, Human Resources management software and the administration of various State and Federal mandates. These tasks are illustrative only and may include other related duties.
This position's primary assignment is administering the City's protected leave program, ensuring compliance with FMLA, OFLA, ADA, and Paid Leave Oregon. The position will develop and administer training programs, and coordinates and researches employee handbook and Human Resources policy updates.

Position Duties
Serves as a resource, providing professional Human Resources support and training to City management and staff, the public and other agencies requiring the use of judgment and the interpretation of a variety of policies, labor contracts, rules and regulations. Researches, gathers, and analyzes information.
Acts as the system administrator for HR software including HRIS, onboard, learning management, recruitment, SharePoint, document management, and timekeeping systems; identifies, proposes and tests system enhancements. Analyzes system data and develops reports, workforce statistics, etc.; and trains system users.
Serves as backup to the recruitment and selection process; leads and participates on interview panels.
Collects, tracks, and measures assigned programs for effectiveness against established goals and initiatives and provides action steps to improve programs and services. Provides
Coordinates and participates in New Hire Orientation. Ensures presentations are current, relevant, and engaging.
Assists with investigations of grievances, discrimination complaints and misconduct/performance issues; prepares negotiation materials; prepares costing and analysis of proposals and data; and ensures timely and accurate administration of collective bargaining agreements.
Serves on a variety of committees; prepares and presents staff reports and other necessary correspondence as requested.
Attends Human Resource-related seminars and conferences and reads industry journals and magazines to stay current on trends and legal requirements.
Maintains confidential employee records in accordance with applicable state and federal laws.
Position Assigned to Benefits Administration
Administers citywide benefit programs; reconciles and audits insurance billings; develops budget information for employee/retiree benefits; coordinates annual open enrollment. Develops and administers wellness program activities. Coordinates onboarding and offboarding process and performs exit interviews. Administers unemployment claim process. Creates and submits reports for federal and state agencies in compliance with regulatory requirements. Performs and researches special projects as assigned.
Position Assigned to Protected Leave, Training and Policy Administration
Coordinates protected leave administration; develops protected leave resources and administrative procedures; determines eligibility; audits and tracks leave usage; maintains records; conducts interactive processes and coordinates reasonable accommodations. Ensures compliance with FMLA, OFLA, ADA and Paid Leave Oregon. Assists with workers’ compensation administration and incident reporting paperwork. Develops and administers training programs, sessions and resources. Creates training materials, organizes training sessions and evaluates effectiveness of training programs. Coordinates and researches employee handbook and Human Resources policy updates. Administers the implementation and application of new and existing policies.
Minimum Qualifications
Education and Experience
Bachelor’s degree from an accredited college or university with major course work in human resources, public administration, business administration, organizational development or a related field.
Three years of increasingly responsible professional human resource experience.
Three years computer experience in using HR Management Software (HRIS, Onboarding, Learning Management, Recruitment) and in proficiently using the Microsoft Office Suite.
Special Requirements
Possession of or ability to obtain and maintain a valid Oregon Driver’s License.
Travel among City worksites and to training/conferences is required.
Ability to pass a pre-employment background and/or criminal history check

- This will be a 60 minute panel interview to discuss your skills and abilities in depth as it relates to the job.
