The Position: 
Under general direction plans the work of and manages the Fiscal Services Division of the Administrative Services Department; provides highly responsible and complex managerial support to the Director of Administrative Services; establishes and ensures adherence to departmental accounting/budget standards and internal financial controls; is responsible for the completion of the budget and annual financial statements for the City and performs related work as required.

Position Duties

Education and Experience:     
Any combination of training and experience, which provides the required knowledge, skills, and abilities, is considered qualifying. A typical way to obtain the required qualifications is:

A Bachelor's Degree in Accounting, Business Administration, Finance, Public Administration or a related field from an accredited college or university.   

AND

Five years of responsible public sector finance experience, to include two years of supervisory experience in either the public or private sector.
 
Special Requirements:
  • The City of Fullerton's Conflict of Interest Code requires that the Fiscal Services Manager file financial disclosure statements in accordance with State and local laws.
  • A valid Class C California Driver's License, or the ability to arrange necessary and timely transportation for field travel is required. Employees who are driving on City business will be enrolled in the Department of Motor Vehicle Government Employee Pull Notice Program.  
  • Must be able to work a flexible schedule to accommodate City needs.
  • California Government Code §3100 – 3109 requires that all public employees are to be declared disaster service workers and shall take and subscribe to the related oath or affirmation as required.

ASSESSMENT PROCEDURE

NOTE:

Candidates who successfully complete the assessment process for Fiscal Services Manager will be placed on an eligible list for the respective classification, which will remain in effect for at least one year or until an insufficient number of candidates remain on the list.

Current City of Fullerton employees may be given preference during the testing and/or selection process.

All new hires will be fingerprinted. Fingerprints are verified with the California Department of Justice (DOJ) and Federal Bureau of Investigation (FBI).

All appointees to this position, will serve a one-year probationary period. Regular City of Fullerton employees promoted to this position will serve a six-month probationary period.
