About the Department
Under the general supervision of the Director of Information Technology, this individual is responsible for managing a variety of complex information technology duties within the City computer network systems and services, including but not limited to, local and wide area networks, servers, storage, telephony and audio/video equipment and software. This includes assisting with the planning, design, evaluation, implementation, securing, operating and optimizing these systems.
Nature of the work performed requires a professional manner in all dealings with the City and department staff. Work requires the exercise of considerable judgment, initiative, and discretion.
Position Duties
The successful candidate must have proven technical skills in various information technology applications and possess excellent analytical and problem solving skills along with excellent verbal and written communication skills. The ideal candidate will be a self-starter with the ability to work both independently and as part of a team. The candidate must also have outstanding organizational and time management skills, and be detail oriented with multi-tasking capabilities in a fast paced environment. Excellent customer service skills and a high level of integrity in dealing with confidential and sensitive information is essential.
Some essential job functions include:
- Actively monitor and maintain all managed technology systems, including performance, security and system availability.
- Install, maintain, monitor, upgrade and troubleshoot servers and system appliances, firewalls, intrusion prevention/detection systems, web content filters, switches and other infrastructure to ensure the security and integrity of the City’s information systems.
- Document and maintain the system’s networking addressing and routing required for effective connectivity and security, including IP addressing, virtual networking, server, domain and workstation identification.
- Ensure proper backups and provision critical systems to allow rapid recovery from failure or disaster to minimize the impact of these events on the City.
- Assist in the planning, design, implementation and support of special technology projects as necessary.
- Operate and optimize communications, network, server (including virtual) and storage hardware and software (on-premises and cloud-based) to address current and future requirements.
- Operate and optimize telephony hardware, software, and circuits.
- Operate and optimize internet connectivity hardware, software and circuits.
- Provide secondary support for microcomputer software and hardware questions and problems. Work with the Director of IT and other IT staff to enlist outside support or services as needed.
- Maintain support documentation including problem logs, troubleshooting quick references, installation procedures, etc.
- Provide secondary system level support for the City’s critical systems, including the City’s Enterprise Resources Planning System.
- Provide friendly and responsive customer service via the phone, in person, by e-mail, and via written business correspondence.
Minimum Qualifications
This position requires a combination of training and experience which provides the following minimum knowledge, abilities, and skills:
- Thorough knowledge of the principles of computer systems, procedures, analysis, design and simple programming.
- Thorough knowledge and support skills for all versions of Microsoft Windows servers and related installation, design, management and troubleshooting. This includes support of Windows Server 2016 to current releases.
- Thorough knowledge of Microsoft Active Directory (AD) identity and authentication services, including Active Directory Federation Services (ADFS).
- Thorough knowledge of TCP/IP and other network protocols.
- Thorough knowledge of voicemail and voice over IP (VOIP) systems.
- Thorough knowledge of internet connectivity implementation and maintenance issues including advanced firewall, DNS, DHCP, web content monitoring and filtering and SMTP based e-mail configuration including spam filtering.
- Thorough knowledge of Microsoft’s Hyper-V virtualization platform.
- Strong knowledge of advanced Ethernet switching design, including 802.1q tagging, port trunking and STP/RSTP configurations.
- Strong analytical and problem solving skills along with strong written and verbal communication skills, including the ability read, interpret, and explain complex concepts and requirements clearly and concisely.
- Ability to handle confidential material and information in an ethical, professional manner.
- Ability to handle multiple tasks simultaneously and in a timely manner.
- Ability to perform basic mathematical calculations, including the ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, and to compute percentages.
- Ability to function under general supervision and operate within policy guidelines using independent judgment in achieving assigned objectives.
- Ability to develop work methods and procedures with initiative and good judgment and to use resourcefulness and tact in meeting new challenges.

- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to accurately proofread and edit documents for correct grammar, spelling, sentence structure, punctuation, tone, and content.
This position requires a Bachelor’s degree of study in Business, Computer Science, or a related field; minimum of three years of previous experience or specialized training in Microsoft, Cisco, Aruba, and/or Fortinet networking design and support experience; minimum of two years of previous experience of IP telephony installation and support; previous experience with TCP/IP proficiency and troubleshooting cable issues; possession of CCNA and Microsoft Associate certification preferred; and previous experience in local government is desirable or an equivalent combination of experience and education that provides the required knowledge, skills, and abilities. A valid driver’s license is also required.
Other Qualifications
Anticipated starting salary range is $95,924-$100,000 depending on qualifications, experience, and professional achievement. This position participates in the Illinois Municipal Retirement Fund (IMRF) defined benefit retirement pension plan with a competitive benefit package, including health, dental, vision and life insurance.
Hours are generally 8:00 AM – 5:00 PM, Monday through Friday.
