About the Department
Position Duties
•Coordinate internal MBTA teams and bus-related initiatives, municipal engagement, including implementation of the MBTA's Better Bus Project and the Network Redesign.
•Coordinate the implementation of a portfolio of projects comprising the Better Bus Project, including those not already housed in other departments.
•Initiate new projects needed to achieve the vision of Bus Transformation.
•Coordinate municipal engagement activities for bus priority projects for an assigned set of municipalities, and assist others in the MBTA with municipal engagement as needed
•Manage Bus Network Redesign implementation, in cooperation with various internal MBTA departments, external stakeholders, municipalities, and others, ensuring project and program requirements are fulfilled, and that cost and schedule requirements are met.
•Assist the Senior Director of Bus Transformation in building a team culture of mutual respect and trust, centered on a passion for improving bus service at the MBTA.
•Collaborate with internal stakeholders to initiate capital projects to support the Better Bus Project, including Safety, Bus Operations, Capital Delivery, Service Planning, Systemwide Access, Customer Experience, Customer Technology, Vehicle Engineering, and others, to ensure that all projects align
with the vision of Bus Transformation.
•Analyze operational and survey data to evaluate the effectiveness, public perception, and success of Bus Transformation efforts in topics such as bus stop accessibility, trip planning, transfers between
other transit modes, safety, and service quality.
•Consult with planning studies and processes that inform and/or impact bus service and policy, including related transit plans, bus technology, proposed changes to bus infrastructure and facilities, Transit Action Plans, development projects, roadway maintenance, and other initiatives.
•Represent the MBTA and Bus Transformation Office through clear, concise, and timely communications, including in public forums such as Council meetings, public engagement events, and presentations (ongoing).
•Regularly interacts with Operations leadership, internal MBTA stakeholders such as Service Planning and Capital Delivery, and external MBTA stakeholders such as municipalities, other public agencies, and vendors.
•Assist in the development of Capital Delivery project scopes, budgets, and schedules as part of the capital planning process.
•Assist in the procurement of consultants and contractors, as required.
•Attend and participate in public meetings, often occurring in evenings after regular work hours
•Organize and prioritize workload, be proactive in identifying project needs/requirements.
•Prepare project-related correspondence, reports, charts, and presentations utilizing Microsoft Word, Excel, Database, and PowerPoint.
•Work independently in addressing complex tasks in a time-sensitive environment.
•Respond to each inquiry, whether from a customer, vendor, or co-worker, in a courteous and professional manner consistent with the Authority's Customer Service quality standard
•Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
•Visit work sites and/or attend off-site meetings throughout the MBTA service area.
•Perform all other duties and projects that may be assigned.
Supervision
•May supervise staff and consultants
Minimum Qualifications
•One (1) year of related experience managing and supervising staff and consultants.
•Experience with managing public engagement, planning, and/or infrastructure projects, including planning studies, design, and construction, and public agency coordination
•Experience communicating with customers, employees, vendors, contractors, designers, public officials, and/or municipal, state, and federal agencies
•Demonstrated excellent customer service, conflict resolution, negotiation, and communication skills
•Effective organizational, analytical, quantitative, and time management skills
•Proficiency with office productivity software such as Microsoft Office, Slack, and similar applications
•Ability to complete a writing and Excel assessment
Other Qualifications
•A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
•An Associate's degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
•A Master's degree in a related subject substitute for two (2) years of general experience.
•A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
•Master's degree in civil engineering, construction
management, facilities management, urban planning, public policy, public administration, or a related field from an accredited institution.
•Two (2) years of experience managing public engagement, planning, and/or infrastructure projects, including planning studies, design, construction, and public agency coordination
•Familiarity with GIS mapping software such as ArcGIS
•Familiarity with graphic design software such as Adobe Creative Suite
•Familiarity with NACTO standards
