About the Department

Under general direction, plans, organizes, supervises the function, activities, and staff of Washoe County’s wastewater treatment plants and related facilities; and performs related work as required.


This is an Open Competitive/Countywide Promotional recruitment being conducted to fill a current full-time vacancy in the Community Services Department. The list established from this recruitment may be used to fill future vacancies as they occur.

Position Duties

Six years of full-time professional civil engineering experience including two years of supervisory experience in the field of wastewater treatment AND a bachelor’s degree from an accredited college or university in civil engineering, environmental engineering, chemistry, biochemistry, or a closely related field; OR an equivalent combination of education and experience.
 
License Or Certificate
Registration as a Professional Engineer within the State of Nevada or a jurisdiction recognized for purposes of reciprocity by the Nevada State Board of Registered Professional Engineers and Land Surveyors is required at the time of application and must be maintained for continued employment in this classification.


A valid driver’s license is required at the time of appointment and must be maintained for continued employment in this classification.


Incident Command System (ICS) 100/200 Certification is required within six months of appointment and must be maintained for continued employment in this classification.


Incident Command System (ICS) 300 Certification is required within eighteen months of appointment and must be maintained for continued employment in this classification.


Nevada Cross Connection Control Specialist Certification is required within one year of appointment and must be maintained for continued employment in this classification.


The Ideal Candidate

The ideal candidate for the Utility Systems Manager position will bring a strong blend of technical expertise, leadership, and regulatory knowledge to support Washoe County’s wastewater treatment and recycled water operations. We are seeking a professional who embodies the following qualities:
  • Leadership Excellence: Demonstrated success in supervising engineering and utility teams, fostering professional development, and promoting a culture of safety and accountability.
  • Technical Mastery: Working knowledge of wastewater treatment processes, recycled water systems, and environmental compliance standards.
  • Strategic Thinker: Experience in capital improvement planning, budgeting, and aligning operational goals with broader organizational strategies.
  • Regulatory Expertise: Strong understanding of federal, state, and local regulations, including OSHA and environmental permitting requirements.
  • Analytical Problem Solver: Skilled in diagnosing operational inefficiencies, interpreting complex data, and implementing effective process improvements.
  • Effective Communicator: Ability to clearly convey technical information to diverse audiences and build collaborative relationships across departments and agencies.
  • Credentialed Professional: Holds a valid Professional Engineer (PE) license and driver’s license, with a commitment to obtaining and maintaining required ICS and Cross Connection certifications.
  • Resilient and Adaptable: Capable of managing emergency events, working in dynamic environments, and adapting to evolving technologies and regulatory landscapes.

Minimum Qualifications

The Washoe County Employees Association (WCEA) Supervisory Collective Bargaining Agreement (CBA) covers the Utility Systems Manager position.
  
Background checks will be conducted on selected applicants through the State of Nevada and the Federal Bureau of Investigation (FBI).
 
Per the Washoe County Background and Reference Checks Policy, new and rehired employees are required to submit to a fingerprint-based background investigation.  Effective January 1, 2025, the $39.00 fee associated with this background investigation will be paid by the employee (if applicable) and deducted automatically from the first paycheck. Employment is contingent upon the results of the background check, although a record of conviction will not necessarily bar an applicant from employment.


Washoe County requires its employees to reside in the state of Nevada or neighboring California communities such as Truckee, South Lake Tahoe or Susanville as of their first day of work.


Washoe County hires all new employees at the minimum rate of the salary range and eligible employees may receive an annual merit increase of 5% until they reach the maximum salary for the classification.  Upon promotion, current Washoe County employees are placed at the minimum rate of the salary range for the higher classification of the new position OR a promotional calculation, whichever is greater. 

Other Qualifications

2. Applicants who meet the minimum requirements for the Utility Systems Manager position will be placed on an unranked eligible list.   The examination is waived for this recruitment in accordance with the Washoe County Personnel Handbook 5.160.


Pursuant to the Washoe County Personnel Handbook 5.160 - waiver of examination. The director of human resources may waive examination for those classes requiring specific training, education, certification, licensure, experience or when there are an insufficient number of qualified candidates.
