JOB SUMMARY: Responsible for directing and coordinating the day-to-day activities of Housing Authority maintenance department in a timely and cost-effective manner in accordance with HUD standards, organizational policy/procedures, industry/system requirements and grant specific measures inclusive of the following programs - preventive and rehabilitative maintenance (units, systems, buildings), modernization, energy efficiency, fleet. Technical knowledge and judgment are essential in formulating and interpreting plans, purchasing supplies and equipment, and inspecting and evaluating the work performed. Includes supervision of mid-level crew leaders and departmental staff overall. Work is carried out under the general supervision of the Executive Director and is assessed through observation of program effectiveness, timeliness and efficiency, as well as by reviewing reports.
Position Duties
DUTIES & RESPONSIBILITIES:
1. Plans, organizes, and directs unit, building maintenance, renovation, grounds, energy and custodial programs on all HA-owned properties. Responsible for preparing an annual maintenance plan.
2. Reviews plans or works with subordinates and employees, advises on technical areas, and variations of schedules, work priorities.
3. Working supervisor; must have the ability to self-perform work orders, fix appliances, perform carpentry and other trade level functions. Ability to do inspections and energy assessments also desired.
4. Provides technical information and advice on ongoing and proposed projects, and handles special projects as required.
5. Inspects buildings, grounds, and equipment; plans and develops renovations and long-range preventive maintenance and energy efficiency programs.
6. Responsible for maintaining the specifications and inventories of supplies and equipment, checking daily the equipment maintenance, and assuring that adequate supplies are on hand and that work is performed as scheduled. Supervises the requisition and disposal of supplies. Makes periodic audit checks of supplies and equipment and takes immediate corrective action to the fullest extent of the law when discrepancies occur. Supervises the controlled stockroom: receives stock, verifies that all items shown on the shipping list were delivered in good condition and agree with the P.O.; controls the stock receives, and maintains checkout tools and equipment; keeps inventory controls system current; keeps vendor lists current; locates replacement and spare parts for Maintenance personnel; picks up spare parts as required; and keeps the controlled stockroom clean and in order.
7. Makes the appropriate arrangements for the Authority’s reimbursement for damages and/or losses caused by the negligence of vendors, contractors, or employees (including insurance claims). Damages or losses caused by employees include, but are not limited to, supplies, tools, check-out tools, and equipment.
8. Coordinates work with related state, local, and federal agencies, contractors and other HA and Tribal departments concerned.
9. Conducts and supervises safety and training programs for employees.
10. Manages fleet vehicles, use, assignments, repair records, and replacements, assuring operational policies are followed.
11. Composes and updates programs of emergency preparedness, maintenance, and communication for severe weather and other emergencies.
12. Oversees time and attendance records, including records on chronic absences and unauthorized leave, staff performance and evaluations. Assists subordinates with disciplinary problems, employee counseling, and hiring.
13. Assists in the preparation of the annual budget by preparing departmental budget and consultation with ED on needs, projections. Performs departmental procurement, following policy. Closely monitors all area expenditures by subordinates and takes immediate corrective action to ensure strict compliance with approved budgets.
14. Prepares correspondence, reports, analysis and other administrative tasks incidental to carrying out responsibilities. Maintains thorough unit files.
15. Answers fire and emergency alarms, responds to emergencies. Monitors emergency calls after hours to assist on-call mechanics as needed.
16. Assists property/procurement with disposition of surplus materials, vehicles, etc.
17. Attends meetings and performs other related duties as required and/or assigned.
SUPERVISORY AUTHORITY: Department Head position with supervisory authority over maintenance and inspection staff.
Minimum Qualifications
KNOWLEDGE & SKILLS:
1) Extensive knowledge of local, state, HUD, and regulations pertaining to Tribal housing authorities.
2) Mathematical expertise to do calculations, cost estimating, budgeting.
3) Must be able to read and interpret blueprints, building specifications, and HVAC, alarm and other system component operating and maintenance information.
4) Must have considerable knowledge of maintenance, grounds care, and cleaning equipment, materials, supplies, methods, and procedures, and be able to convey this knowledge through training to subordinate personnel.
5) Knowledge and ability to operate Housing Data Systems (HDS) work order system and Microix Timekeeping System (preferred).
6) Must be able to communicate well, both orally and in writing, with all levels of the HA staff.
7) Ability to effectively plan and supervise the activities of several subordinates engaged in various maintenance activities and to make accurate estimates of time and materials required.
8) Thorough knowledge of the assembly and maintenance of various types of heating, ventilating, air conditioning, refrigeration equipment, various building/unit operating systems.
9) Thorough knowledge of methods, practices, tools, and materials used in major building trades.
10) Ability to establish and maintain effective working relationships with subordinates, residents, other departments, HA officials, and the general public.
11) Ability to inspect and determine the need for maintenance and to plan programs of preventive maintenance, energy efficiency.
QUALIFICATIONS: This is a working supervisor position.
1. High school diploma or HSED (required) plus one of the following:
a. master level mechanic
b. 5 years in one or more building trade
c. 6 years in building maintenance and repair
An equivalent combination of education and experience to meet the required knowledge, skills, and abilities is acceptable.
2. Three (3) or more years supervisory experience.
3. Building trade and/or energy related certifications/credentials (preferred).
4. Safety training (OSHA) and/or CPR & First Aid Certification (preferred).
5. Must be computer literate with ability to use Microsoft programs adeptly.
6. Must be willing and able to work flexible hours.
7. Must be able to operate power and hand tools.
Other Qualifications
PERSONAL CONTACTS: Daily recurring contacts with Housing Authority staff and management, tenants/residents, contractors, external agencies, Tribal departments.

WORK ENVIRONMENT: Office is located at the Red Cliff Chippewa Housing Authority Office; work will be in office space, shop, housing units and the field (outdoors). The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work will include both indoor and outdoor work which means an employee can be exposed to wet, humid, extreme heat and/or cold conditions. Employee may also be exposed to moving mechanical parts, heights, fumes or airborne particles, toxic or caustic chemicals (paint, varnish, floor strippers, cleaning/disinfecting supplies). The noise level in the work environment will fluctuate based upon the task. Buildings and company vehicles are smoke-free.
TRAVEL REQUIREMENTS: Will be required to travel locally to obtain materials, travel to and from work sites, and do periodic travel for training/meetings both locally and nationally, which may involve overnight stays.
