About the Department

Stormwater Tech Apprentice - $17.38 per hour

The purpose of the class is to perform routine manual work in the Stormwater division. This class is responsible for service work such as digging trenches, cleaning ditches; assists with installation of fixtures such as pipes, valves, fittings, and manholes; landscape, road, sidewalk, driveway restoration and other outdoor work. Completes logs or routine records. The class works according to set procedures under direct supervision. Weekend, holiday and after-hours work may be required, as well as after-hours response and emergencies.

Stormwater Tech C - $20.33 per hour

The purpose of the class is to operate mobile equipment and perform skilled work in support of the Stormwater division. This class is responsible for service work such as digging trenches, cleaning ditches; assists with installation of fixtures such as pipes, valves, fittings, and manholes; landscape, road, sidewalk, driveway restoration and other outdoor work, completing logs or routine records, operating light to medium mobile equipment, minor equipment maintenance, assisting and supporting City facility and area maintenance, and minor administrative tasks.  The class works according to written and verbal procedures, but decides how and when to do things under general supervision. Weekend, holiday and after-hours work may be required, as well as after-hours response and emergencies.

Position Duties

Stormwater Tech Apprentice

  • Operates vehicles such as trucks to haul people or material to job sites.
  • Loads and unloads materials such as gravel, dirt, timber, chemicals, or other materials, tools, and equipment.
  • Performs maintenance duties as assigned; assists with setting up forms and pouring concrete, serves as traffic flagger on street or utility projects.
  • Maintains outdoor areas by cutting grass, pruning trees and bushes, raking leaves and debris, and other maintenance tasks.
  • Performs utility service work such as digging trenches, cleaning ditches; assists with installation of fixtures such as pipes, manholes, and sewer lines.
  • Performs maintenance functions such as greasing and maintaining equipment, and replacing valves; performs light repairs and installations as directed.
  • Maintains indoor areas such as shop, facilities and office areas, performing light maintenance such as painting and minor repairs.
  • This position is subject to assigned on call rotation.

Stormwater Tech C

  • Operates specialized mobile equipment to support City operations such as utilities construction and repair, pipe laying, concrete laying, and other specialized operations.
  • Assists with traffic control and provides information to public if required.
  • Inspects equipment and performs minor maintenance; reports malfunctions to supervisor.
  • Troubleshoots and repairs the utility infrastructure and associated facilities.
  • Operates hand and power tools and equipment to support maintenance operations such as weed cutting, debris removal, grass cutting, digging or filling, and other maintenance tasks.
  • Trains, advises, and guides less experienced workers.
  • Ensures work sites are safe by using proper procedures and accessing advanced warning signs, cones and safety equipment.
  • Performs minor administrative tasks such as completing job-related logs and forms, answering phones, or providing information.
  • Operates vehicles such as trucks to haul people or material to job sites.

Minimum Qualifications

Stormwater Tech Apprentice

Requires a High School Diploma or GED. Must obtain the following certifications within 18 months of hire (City will provide training): TTC approved certification, Confined Space Entry Certification, Class C Stormwater Certification, Requires a valid State of Florida driver license and satisfactory driving record as a condition of initial and continued employment.  Must obtain a Class B CDL permit within 6 months of hire and Class B CDL within one year of employment. This position requires employees to live within a 20-mile radius of the City limits of Leesburg within six (6) months of employment for continued employment due to on call rotation requirement.

The level below requires a high school diploma, GED, and formal training, special courses, or self-educated equivalent to satisfying completion of one year of college educated or specialized advanced training in the Stormwater field.  Must live within a 20-mile radius of the City limits of Leesburg within six (6) months of employment for continued employment due to on call rotation requirement. May mentor and assist in training of less experienced operations staff.  Maintain compliance using experience and best management practices.  Minimum requirements are as follows:

Stormwater Tech C

Requires Class C Stormwater Certification. Requires TTC approved certification. Requires Confined Space Entry Certification. Requires 2080 hours of experience in stormwater. Requires a valid State of Florida Class “B” CDL permit with a tanker endorsement within 6 months of hire and Class “B” CDL within 12 months of hire and satisfactory driving record as a condition of continued employment.
