About the Department
City of Lynchburg Assessor's Office is seeking an Appraiser II to appraise real property in the City, including measuring, inspecting property for assessment purposes and valuation of residential property, by performing the following duties.
Position Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
• Makes field inspections of new and existing residential property, up to four-dwelling units, to collect data for use in determining tax assessments; responds to inquiries concerning appraisals; may assist with appraisal of commercial property;
• Interviews persons familiar with property; collects appropriate data by searching public records of sales, leases, assessments and other transactions to determine proper value;
• Collects and analyzes information from a variety of sources and applies the analysis in the assessment of real property of varying complexity; analysis may include ratio studies, statistical or sales analysis, or other analytical techniques, as needed;
• Appraises residential property, both manually and with a Computer Assisted Mass Appraisal (CAMA) system;
• Verifies sales with buyers/sellers as needed;
• Responds to issues and questions from taxpayers by phone or in person;
• Prepares written or oral reports to defend real estate assessments before the Board of Equalization;
• Keeps abreast of local property trends and modern appraisal methods and techniques;
• Examines and analyzes plats, maps, aerial photographs, Geographic Information System (GIS) and blueprints to correctly assess property;
• Prepares reports and analysis with the use of GIS technology;
• Performs work safely in accordance with office safety procedures and City safety program; operates equipment safely and reports any unsafe work conditions or practices to Assessor;
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
• Other duties to provide direct or indirect service to the citizens may be assigned.
• When unusual situations occur and/or the City Manager declares a State of Emergency, all
City employees may be required to accept special assignments and perform as needed to
ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities.
Minimum Qualifications

EDUCATION AND/OR EXPERIENCE
Bachelor's degree from an accredited college or university, with major coursework in real estate or related field, and considerable experience (two to four years) in assessing or appraising residential properties up to four (4) units; or equivalent combination of education and experience; basic level proficiency with GIS.
Other Qualifications
Must possess and maintain a valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.
Requires a Virginia Appraiser Trainee license and successful completion of a minimum of two IAAO courses; Virginia Licensed Residential Real Estate Appraiser license preferred.
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
