About the Department
We have an exciting opportunity for a Director of Government and Community Relations, serving District-wide. Under the general direction of the area administrator, the Director of Government and Community Relations provides leadership for securing public and private support of the mission of the District. The Director will strategically cultivate and nurture relationships with regional businesses, organizations, local, state, and federally elected officials, government entities and the community at large to provide an opportunity for the District to effectively serve the community and benefit from potential partnerships. The Director will emphasize proactive government and community engagement, policy advocacy, and legislative strategy to advance the interests of the District within State and Federal arenas.
Initial placement on the salary schedule will be commensurate with education and experience, along with a cell phone allowance stipend. This is a 12-month administrative position with day and evening assignments. Classified administrators serve under contract and make contributions toward PERS (a retirement plan). Benefit package includes comprehensive medical, dental and vision plans, life insurance, sick leave, and 22 days of vacation per year. Administrators serve District-wide and may be assigned to the San Jacinto Campus, the Menifee Valley Campus, the Temecula Valley Campus, or any District facility. Additional openings that become available prior to the end of the hiring process may also be filled from the qualified applicants.
Position Duties
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements and duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class.
- Develop and implement a comprehensive government and community relations strategy, including building sustained partnerships with local and regional elected officials, city/county agencies, school districts, and community organizations.
- Research and develop regional strategic partnerships and alliances in support of the mission of the District; develop and maintain positive relationships on the District campuses and throughout the college district with external businesses, agencies and organizations.
- Work with District-wide leadership regarding the appropriate engagement of governmental leaders on campus; in coordination with the Superintendent/President’s office, Board of Trustees, and the Public Information and Marketing office, plan and host legislative visits, roundtables, and listening sessions with elected officials and community stakeholders.
- Manage legislative and policy monitoring; interpret pending state and federal legislation affecting community colleges and develop strategic advocacy responses; prepare policy briefs, advocacy materials, and testimony for use in legislative meetings.
- Provide technical assistance to the college faculty, students and staff on governmental relations issues.
- Represent the District at community events, with community organizations, at state and national meetings, and conferences as appropriate.
- Improve awareness of the District and its benefits to internal constituents as well as the general public.
- Perform advanced project management techniques, successful event planning, and implementation; organize and manage logistics for meetings including teleconferences or in-person meetings including travel, events, agendas, preparation of reports for regular updates, meeting minutes, and follow-up actions.
- Monitor and report progress towards program goals, objectives, outcomes, and deliverables; communicate an informed understanding of the objectives and outcomes to District administrators and other stakeholders.
- Coordinate and manage the delivery and operation of successful governmental outreach strategies.
- Provide supervision and oversight for the Enterprise Resources Innovation Center (ERIC) and special projects to economic development, external relations, and community impact.
- Collect and analyze a variety of complex data and information. Perform statistical analysis and summarize findings in applicable reports and other communication mediums; assist in the development and distribution of marketing materials, brochures, websites, and other presentation materials for advocacy.
- Select, train, supervise, and evaluate the performance of assigned personnel in the area of responsibility; set goals and priorities for staff; recommend personnel actions as appropriate for assigned staff.
- Monitor budget and expenditures; make recommendations regarding allocation of resources and funds; ensure that funding spending and purchases are consistent with budget stipulations and District policies, and applicable guidelines.
- Collaborate with the Foundation Office and other relevant departments to pursue grand opportunities and public-sector funding, ensuring coordination with federal and state funding priorities.
- Perform other duties as assigned by area administrator.

Minimum Qualifications
MINIMUM QUALIFICATIONS
A Bachelor’s degree from a regionally accredited college or university; (attach transcripts) AND
Three (3) years of increasingly responsible experience involving government and/or external relations. Experience must include direct exposure to legislative and policy advocacy work at the local, state, or federal levels; or an equivalent combination of training and experience.

DESIRED QUALIFICATIONS
- A Master’s degree from a regionally accredited college or university.
- Previous management/project experience.
- Demonstrated experience in managing financial resources with a record of fiscal responsibility and accountability.
- Demonstrated experience in advocacy for students and students’ needs.
- Demonstrated experience in building coalitions and partnerships with local governments, regional agencies, and elected officials.
- Familiarity with California state legislative and budget processes, as well as federal higher education policy frameworks.
