Program Summary
The Refugee Employment Services (RES) Program works to create pathways to employment and training for newly arrived refugee and immigrant clients. We offer a comprehensive range of services through a combination of foundational training, skill development, and direct job placement services; all designed to help individuals integrate into the workforce and achieve self-sufficiency.


Position Summary
IRCO’s Refugee Skills and Employment Sector is part of the Workforce & Employment Services (WES) Division at IRCO where the vision is for individuals and families to set and achieve career goals, and secure quality employment through full participation, community centered, and client-centered services. 

The RES Trainer/Instructor (Specialist 2) delivers effective training programs to refugees and immigrants to support their integration and economic self-sufficiency in the United States. This role covers essential topics including public transit use, childcare systems, employment readiness, U.S. workplace culture, and legal rights. 


The Specialist ensures participants gain functional knowledge to confidently navigate their new environment, engage in employment pathways, and access support services. Training is delivered using trauma-informed, adult-education-based, and multilingual methodologies. 


Essential Functions

  • Develop and deliver training sessions to groups and one-on-one sessions covering:  
  • Mass Transit Training (MTT):  
  • The purpose of these sessions is to teach participants how to use public transportation effectively and independently. The goal is to empower them with the confidence and practical knowledge needed to move independently and access essential services, work, and education.
  • Child Care Training (CCT): 
  • The purpose of childcare training for parents is to support them in adapting to parenting in a new cultural and social environment by providing practical knowledge, skills, and confidence to care for their children in safe, healthy, and developmentally supportive ways.
  • Workplace & Employment Readiness Training: 
  • The purpose is to prepare new arrivals for the workforce or adapt to a new country—for successful entry or re-entry into employment. This training equips participants with the essential skills, knowledge, and confidence needed to seek, secure, and maintain employment in a professional environment.
  • Provide individualized support and coaching
  • Assess progress and provide feedback
  • Connect participants with employment resources
  • Design or adapt training content to meet varied experiences learning needs
  • Translate or coordinate translation of training materials. 
  • Assist participants in exploring Pre-Employment Training (PET), vocational training, and educational opportunities. 
  • Refer and connect clients to in-house or external employment services based on residence and preferences. 
  • Coordinate attendance documentation and tracking with clarification for offsite training with Support Services Specialist and PET coordinator when required.
  • Support needs for credential evaluations by providing connections with programs (RCP) that support participant needs. 
  • Collaborates with coordinators, workforce specialists, and business outreach specialists to deliver coordinated support tailored to each participant’s needs.
  • Engages in curriculum development with PET staff to ensure training content aligns with organizational goals and evolving participant demographics.
  • Works closely with interpreters and bilingual staff to deliver linguistically appropriate and culturally responsive instruction.
  • Maintains open communication with program staff, supervisors and PET ESL Instructors to align instructional practices with funder requirements and program standards


Secondary Functions

  • Ability to deal with distressed and demanding clients and employees in an effective manner.
  • Ability to maintain a high level of confidentiality.
  • Ability to work flexible hours to meet the availability of clients.

Requirements

  

Education & Experience

MINIMUM JOB SPECIFIC QUALIFICATIONS:

  • Bachelor’s degree
  • Minimum 2-3 years’ experience in adult education, workforce development, or refugee/immigrant services. 
  • Experience working with multi-background is strongly preferred. 
  • Understanding of U.S. labor laws, workplace safety OSHA, and employment protections. 
  • Knowledge of public transit systems, childcare structures, and refugee service frameworks. 
  • Familiarity with trauma-informed practices.
  • Strong instructional and facilitation skills, including adapting for Limited English Proficiency (LEP) and low-literacy audiences. 
  • Excellent communication, coaching, and interpersonal skills. 


Physical, Mental, & Environmental Requirements

  • Hybrid Setting job
  • Work under limited supervision but collaborate work with Workforce Specialist on daily basis
  • A well protected environment with minimal hazards or obstacles
  • The work schedule occasionally fluctuates based on participants’ needs.

Supervisory Responsibilities

Positions at this level are not responsible for any supervisory functions, or responsibilities, but may occasionally be asked to orient and/or train new employees or volunteers.
