Program Summary
IRCO’s workforce of approximately 750 is served by a team of 12 HR, training, recruiting, and communications professionals. The HR team’s purpose is to hire, train, retain, develop and support all staff while overseeing employee relations, compensation and benefits programs, and compliance with all applicable employment laws. HR also plays a key role in fostering and celebrating a positive workplace culture where fairness and acceptance combine to unite employees around a common goal. Position Summary
IRCO seeks a Talent Acquisition Specialist (TAS) to support its efforts to attract skilled and mission appropriate employees through a fair, legal, and efficient hiring process. They will support and coach hiring managers to ensure consistency in hiring practices across the organization. The degree to which the TAS gets involved in recruitment will vary depending on the relative experience and capacity of the hiring manager. This individual will manage the Applicant Tracking System (ATS) and use data to track and monitor key hiring and retention metrics. The Specialist will be the leader in ensuring a positive candidate experience while staying abreast of developments in the field of talent acquisition, including use of social media, specialty online platforms, and AI. The successful candidate will be collaborative, an experienced recruiter, tech forward, and enjoy contributing to a healthy workplace culture for all in support of IRCO’s mission.


Essential Functions

  • Develop and maintain positive relationships with hiring managers across the organization 
  • Support the recruitment process with a focus on prompt action to shorten time to hire
  • Review and edit posting documents before handing off to HR Assistant for posting
  • Use social media and employer branding to promote IRCO as an employer of choice
  • Drive traffic to IRCO careers page by publicizing openings using IRCO LinkedIn account  
  • Represent IRCO at recruitment events; to include live in-person and online career fairs 
  • Manage all recruitments in ATS; use its full capacity to make hiring efficient and consistent
  • Evaluate all application materials, create a first pool of candidates; conduct phone screening 
  • Share selected application with search team members for review of potential interviewees 
  • Verify that returning employee candidates are eligible for rehire before offer of an interview 
  • Communicate with candidates and schedule interviews
  • Work with manager/panel to craft interview questions that are effective and tied directly to job duties and qualifications
  • · Coach panelists as needed to set clear expectations for candidates and interviewers
  • Participate on panel interviews with shortlisted candidates
  • Run reference checks, including IRCO managers for internal finalist candidates
  • Work with Compensation and Benefits Specialist to review job descriptions for placement in the job class and pay grade to maintain internal pay equity, and market competitiveness 
  • Make offers to selected candidates in consultation with the Compensation and Benefits Specialist  
  • Coordinate with HR Associates to verify credentials and facilitate a smooth onboarding process for new hires
  • Work with Training Coordinator to train managers on ATS and IRCO hiring procedures 
  • Collaborate with HR Associates and Assistants to maintain job description archive

Secondary Functions

  • Participate in optional and required training including assigned IRCO Learning Academy modules and virtual live sessions on a variety of topics offered throughout the year 
  • Pursue approved professional development in HR field 
  • Attend recurring all-staff meetings and HR Team check-in every two weeks
  • Participate in policy work with strategic plan workgroup on request
  • Support IRCO’s mission, vision, and values
  • Perform other duties as assigned  

Requirements

Education & Experience

MINIMUM JOB SPECIFIC QUALIFICATIONS:

  • Three years’ experience in recruiting or similar role  
  • BA/BS or equivalent combination of training and experience in business, HR, communications or related field 
  • Experience sourcing candidates through various online channels
  • HRIS/ATS experience; facility using data for analysis, tracking of hiring metrics, turnover, time to hire, cost to hire, etc.; pulling candidate demographics reports
  • Ability to work effectively on diverse teams; understanding of and commitment to principles of fairness for persons of all identities 
  • Interpersonal skills, ability to listen, exercise empathy and consider other points of view
  • Strong organizational skills: ability to manage time, records, and data; ability to meet sometimes conflicting deadlines
  • Professionalism and discretion in handling confidential information 
  • English language fluency sufficient to communicate at a professional level with colleagues, external partners, and the employees that the HR Team serves  
  • Oral and written communication skills commensurate with the demands of the position 

PREFERRED QUALIFICATIONS:

  • Project management skills and experience 
  • Presentation skills and experience 
  • Hands-on experience with full-cycle recruiting using various interview techniques and evaluation methods
  • Substantial Paylocity or similar HRIS experience, particularly with ATS
  • Bilingual or multi-lingual

Positions at this level are not responsible for any supervisory functions, or responsibilities, but may occasionally be asked to orient and/or train new employees or volunteers.
