About the Department
Provides leadership, supervision and directs all sworn department personnel below the rank of sergeant. Provides indirect or functional supervision over all other subordinate personnel in the absence of the employee's immediate supervisor. This includes training, rewarding, and recommending discipline. Assist in the decision to hire and promote subordinate personnel. Promotes a safe, productive, collaborative culture that values diversity, equity and inclusion. Reports to Commander of the assigned division.

- Responsible for supervising assigned staff and delegating work.
- Grants limited time-off requests, assists Divisional Commander in general scheduling and scheduling overtime as necessary.
- Mentors and recommends training of employees for professional development, improving technical skills, and corrective purposes.
- Responsible for the welfare of prisoners.
- Represents and advocates for police management policies and practices and administers the collective bargaining agreement as a representative of the police department management team.
- Completes performance evaluations for staff and presents to commander for approval.
- Responds to and investigates citizen complaints of police misconduct pursuant to department policy.
- Prepares and recommends discipline and recognition of employees to the assigned commander of the division.
- Monitors work performance of employees by review of daily records and reports.
- Makes recommendations to hire employees.
- Participates in formulation of the police department budget.
- Responsible for maintaining specialized equipment in assigned areas of the police department.
- Recommends and formulates revisions or deletions of policies and procedures.
- Researches, evaluates, and recommends current and proposed department programs.
- Responsible for receiving and disseminating relevant information.
- Maintains working relationships with other city departments to ensure coordinated work efforts.
- Maintains working relationships among divisions of the police department to ensure a coordinated work effort.
- Disseminates media advisories according to policy.
- Additional duties and responsibilities as requested.
Minimum Qualifications
- Bachelor's degree in police administration, criminal justice studies, law enforcement, public safety, or other relevant field plus five (5) years of sworn policing experience.
- Without a bachelor's degree or advanced degree at least ten (10) years of sworn policing experience.
- Valid Minnesota Peace Officer’s license.
- Valid Minnesota driver’s license.
Desired Qualifications
- Bachelor's degree in police administration, criminal justice studies, law enforcement, public safety, or other relevant graduate -level degree.
- In addition to English, the ability to speak, read and/or write non-English languages (including sign language).
- Successful track record of building strong relationships with a wide variety of people and traditionally underserved communities.
- Demonstrated critical thinking, adaptability, and resilience in professional settings.
- Proven persistence and resourcefulness in addressing complex challenges.
