About the Department
Education and Experience: A High School diploma or GED, and three (3) years of journey level industrial electrician experience in an industrial environment, water or wastewater treatment facility.
Licenses and Certificates: Texas Class “C” Driver’s License or equivalent from another state. Some positions may require a Texas Class “B” Commercial Driver’s License or the equivalent from another state. Journeyman Electrician’s’ License required at time of application.
Position Duties
Under general supervision, lead, oversee and participate in more complex and highly skilled work of staff responsible for the design, installation, fabrication, maintenance, construction, operations, repair and installation of industrial electrical systems at El Paso Water facilities.
Minimum Qualifications
Lead, plan, train, schedule, review and participate in the work of staff responsible for installing, repairing and maintaining electrical and control systems. Involves: Install, repair and maintain electrical and control systems for motors, motor control centers pumps, fans, blowers, pump lift stations, conveyors, screening equipment, uninterruptible power supply (UPS), emergency generators, photovoltaic systems, switchgear and transfer switches at water and wastewater treatment plants and other facilities. Oversee and participate in the design, installation, fabrication, maintenance, construction, operations, and repair of electrical equipment, material, cabling, and wiring. Maintain lighting including lamps, poles, conduit, wiring, fuses, mast arms and fixtures. Oversee staff and participate in the operations of a variety of circuit testing equipment, aerial lift equipment, computerized and non-computerized test equipment, pneumatic tools, compressors, wire pulling devices, conduit bending equipment, small power tools, hand tools and related equipment. Respond to scheduled or emergency calls for service. Coordinate electrical service needs and schedules with other trades, vendors, contractors, departments and others.
Oversee and participate in the development of electrical plans, designs and layouts. Involves: Read and interpret schematics, blueprints, related symbols and markings. Oversee and participate in problem solving, creating, defining and applying preventive maintenance programs. Participate in the design and fabrication of various specialized electrical control panels for pumps and related systems within the chemical delivery systems. Assist in troubleshooting electrical systems including controls, motors, generators and pumps. Perform scheduled maintenance. Design and audit preventive maintenance procedures for required industrial electrical equipment and systems. Estimate time, materials and equipment required for job assignments.
Ensure employees adhere to established work methods, techniques and schedules and comply with applicable city and department policies, procedures, standards and specifications. Involves: Verify the work of assigned employees and others for accuracy, proper work methods, techniques, compliance with applicable standards, specifications and safe work practices and procedures. Provide guidance to ensure work is completed according to proper procedure and safety standards, monitor work progress and review results. Ensure all employees adhere to all related codes, regulations and specifications and procedures for duties assigned including obtaining required permits. Update electrical design guides and technical standards as required to keep current with industry standards for optimal performance and safety. Maintain and update files, records, reports and logs. Perform related duties and responsibilities as required.
Supervise assigned employees. Involves: Assign, schedule, guide and monitor work. Appraise employee performance and review appraisals by subordinate supervisors. Provide for staff training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts and deficiencies. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
