About the Department
Position Duties
- Administers, leads, and oversees the strategic and operational aspects of the Business Affairs Division; provides leadership and oversight for the Business Office, Information Technology Services Department, Purchasing, Budget, Risk Management, Human Resources, Campus Police, and Facilities including the operation, maintenance, and protection of the physical plant and grounds; and oversees two outside vendors for the Bookstore and Cafeteria.
- Manages and directs assigned supervisors including prioritizing and assigning work; conducting performance evaluations and employee discipline; ensuring employees adhere to College policies and procedures; and making hiring, termination, and promotion recommendations to the President.
- Prepares annual District budget, participates in determining priorities, makes recommendations, monitors budget status, and approves expenditures to ensure the availability and appropriate allocation of resources; implements financial, accounting, and budget systems that promote financial stability, in compliance with generally accepted accounting principles (GAAP) and federal and state regulations and guidelines; maximizes the College’s resources; establishes systems and procedures that preserve the safety and integrity of the College’s financial and payroll records; and ensures the consistent delivery of quality services.
- Provides the Governing Board with a statement of income and expenditures and other appropriate financial data at all monthly Governing Board meetings.
- Serves as the institutional contact/liaison for a variety of external entities, agencies, and high profile individuals on the local, national, and international level; interacts on a regular basis with elected officials, Economic Development Committees, City Councils, Chambers of Commerce, business CEO’s, and other high level individuals who may have a significant impact on the College; initiates and participates in meetings, makes presentations, creates and provides reports in support of the College’s long-term strategic goals; and serves as a member of the state’s Chief Business Council.
- Formulates, develops, implements, administers, and evaluates policies and procedures in adherence with state and federal laws and Governing Board policies; works within College policies and procedures to resolve complex personnel and resource issues; makes recommendations; and provide input to the President of the College on initiation and revision of District policies and procedures.
- Participates in the College’s strategic planning processes and works with staff to develop both short- and long-term goals and objectives; continually monitors the College’s progress on numerous initiatives and strategic goals; develops strategies and makes recommendations regarding allocation of College resources; and leads the Business Affairs Division in the accreditation process for the Higher Learning Commission (HLC).
- Oversees the coordination and activities of independent and state auditors ensuring all A-133 audit issues are resolved and all compliance issues are met; ensures the preparations of annual financial statements are in accordance with the U.S. GAAP and federal, state, and other required supplementary schedules and information; and prepares the audit report and presents annual findings to the President and the Governing Board.
- Supervises new construction projects across the District to include making recommendations to the President and the Governing board and participating in conferences with architects, engineers, and supervisors.
- Performs other duties commensurate with functions and level of position or as assigned.
Minimum Qualifications
EDUCATION: Bachelor’s degree in a related field; Master’s degree preferred.
EXPERIENCE: Ten (10) years of directly related experience including responsibility for fiscal management and internal controls.
SPECIAL POSITION CONDITIONS: CPA desirable.

Employment with Central Arizona College is contingent upon the successful completion of the background verification. The level the background verification for this position is: Executive level.

Other Qualifications
- Knowledge of concepts, methods and practices of public administration, particularly as applied to educational institutions, and including administration of finance, personnel, purchasing, campus operation and program support.
- Knowledge of principles and practices in administration of educational programs, with particular application to the community college.
- Knowledge of principles and practices of public administration, particularly as applied to public educational institutions.
- Skill in management of a wide variety of operations.
- Skill in evaluation of operational effectiveness and in analysis of operational problems and needs.
- Skill in communicating, both verbally and in writing.
- Skill in interacting with officials and Board members of the College, faculty, staff, students and representatives of various organization and interests.
- Ability to maintain a positive high-profile image with internal and external constituents.
PHYSICAL REQUIREMENTS:
The work is sedentary work. The employee is occasionally required to exert up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: hearing, mental acuity, speaking, and talking, and visual acuity in data.
INTERPERSONAL SKILLS:
Critical/High Profile Level - Position interacts with some or all of the following: Governing Board, community groups, high level/high profile positions outside CAC, the legal community, political representatives, and international figures requiring the highest level of interpersonal skills for successful job performance.
WORKING CONDITIONS:
Work is performed dealing with crisis situations that require making decisions involving people, resources, and property. Job is performed in general office or comparable working area with occasional distractions such as noise and interruptions or in congested work areas with exposure to some disagreeable elements.
