About the Department

Facilities Management Division:
The Painter I will be part of the Facilities Management Division. This Division of 118 staff provides for the care and maintenance of the Department’s physical assets including facilities, pavement, fleet, and major building systems. With a budget over $13 million dollars, the division is responsible for facility condition assessments, major and minor maintenance programs, and serves as the primary support to the Department’s Capital Improvement Projects (CIP). The division strives to achieve a balance between the upkeep of aging facilities and new construction by integrating a number of CIP and major maintenance projects into the daily work program each year. 

Our Painter I will be responsible for working on simple projects or assisting on major projects to paint and maintain Commission buildings, structures, and property. Follows procedures and applies standard solutions to a range of common or recurring problems. Interacts with individuals inside and outside the work unit to exchange routine and non-routine information. Performs other duties, as assigned.

Position Duties

  • Receives work orders for painting projects; reads and interprets work orders to determine appropriate colors and coating to perform routine painting work. 
  • Uses a variety of manual and power painting tools to perform simple projects or assist on major projects; prepares various surfaces for painting and wall covering. 
  • Performs glazing; measures, cuts and replaces glass; applies putty and caulking to seal cracks. 
  • Completes required administrative paperwork and recordkeeping such as leave slips and material lists. 
  • Drives motor vehicles to carry workers and haul tools, equipment, materials, and supplies to job sites; loads and unloads tools, equipment, supplies and materials. 
  • Sets up equipment and tools for safe operation at job sites 
  • Takes assigned vehicles to garage for maintenance and repairs. 
Important Skills and Characteristics: 
  • Knowledge of Maryland Occupational Safety and Health (MOSH) and Occupational Safety and Health Administration (OSHA), fire, and building codes. • Commission policies and procedures and hazardous materials. 
  • Skill in operation of painting hand and power tools; motor vehicles; and light construction equipment (e.g., aerial lift, and scaffold). 
  • Ability to complete work orders and other work-related paperwork; and obtain cardiopulmonary resuscitation (CPR) and first aid certifications.
  • Organize and logically process relevant information to solve a problem. • Good verbal and written communication. • Establish and maintain effective working relationships as a member of a team. 
Preferred Qualifications:
  • Ability to communicate in another language a plus!

Minimum Qualifications

  1. High School diploma or Certificate of General Educational Development (GED).
  2. Completion of an approved painting apprentice program; or four (4) years of progressively responsible painting experience.
  3. An equivalent combination of education and experience may be substituted, which together total four (4) years.
  4. Valid driver's license in accordance with both State and Commission rules and regulations.  Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  5. Valid Commercial Driver's License (CDL) with appropriate endorsements may be required.
  6. Pass Commission medical examination.

Working Conditions: 
Occasionally work indoors and outdoors; exposure to varied weather conditions, confined spaces, heights, dirt, noise, dust, and fumes. Must be available to work during emergencies. Positions in this class occasionally remains in a stationary position, move about inside the office and outside, operate vehicles, tools and equipment, ascend and descend ladders and stairs, position self to complete manual work, pull and use fingers to perform paint work, be able to view directions and numbers on equipment, move equipment, tools and objects weighing up to 75 pounds.
