Responsible for operating central base radio equipment to provide timely and accurate transmittal of information and messages regarding City operations. Responsibilities do not extend beyond providing employees with the information needed to provide services. Employees in this class report to a Communications Supervisor. Dispatchers may supervise other dispatchers with lesser skills. The work involves extensive contact with personnel providing municipal services.

Mansfield Police Department Applicant Disqualifiers
Effective: July 2025
The following is a list of automatic disqualifiers for a police officer/cadet, jailer and tele-communicator applicant:
- The failure to submit the required personal history statement or any required documentation within the required timeframe
- Willful misrepresentation or falsifications of personal history
- Presently under indictment or charges for any criminal offense other than a Class C traffic violation
- Presently on court ordered community supervision or probation for any offense above a Class C misdemeanor
- Failure to disclose any court-ordered community supervision or probation for any criminal offense
- Convicted of a Class B misdemeanor within the past ten years
- Conviction for a family violence offense
- Conviction at any time for a Class A Misdemeanor or Felony offense
- Is currently prohibited by state or federal law from operating a motor vehicle (if applicable)
- Applicants are prohibited from having more than five convictions for moving violations or two at fault motor vehicle accidents in the past three years (if applicable)
- Multiple convictions (two or more) for failure to maintain financial responsibility within the past three years (if applicable)
- Prohibited by state or federal law from possessing firearms or ammunition
- Failure to disclose any use of an illegal drug
- Failure to disclose the use of prescription medication without a prescription
- Illegal drug use or the use of prescription medication without a prescription in the last ten years will be reviewed on a case-by-case basis and may result in disqualification
- History of any drug use that amounts to more than experimentation will be reviewed on a case-by-case basis
- Any Distribution, Sale, or Manufacture after the age of 17 of a controlled substance, marijuana, or dangerous drugs as defined by the Texas Health and Safety Code
- Dishonorable discharge from the military service
- Deceptive polygraph results
- Unfavorable background investigation
- Unfavorable psychological exam
- Unfavorable medical/drug screening results
- Indicators of serious, repeated employment instability
- Financial history indicating a lack of judgment, dependability, or trustworthiness
- Indicators of inadequate interpersonal skills
- Pending litigation, either criminal or civil, will be reviewed on a case-by-case basis
EXAMPLES OF WORK TO BE PERFORMED:
- Operate base radio and maintain contact with police, fire, ambulance, and City service units.
- Receive telephone calls from the public and transmit messages to mobile units for action.
- Log information received from various sources.
- Monitor activities of other agencies including police, fire, and civil defense activities.
- Type reports and cards for information files.
- File data and perform other routine work.
- Incumbents are expected to show good judgment within established guidelines.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
- Must have the skill to receive and route messages to appropriate personnel for action.
- Ability to analyze citizen needs and direct units in appropriate action.
REQUIRED EDUCATION, TRAINING AND EXPERIENCE:
- High School Education or GED.
- Technical school or on-the-job training in operating public service radios.
DESIRED TRAINING AND EXPERIENCE:
- Previous experience in emergency service dispatching, typing, and computer experience preferred.
ESSENTIAL PHYSICAL FUNCTIONS:
The physical activity of this position
- Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
- Fingering. Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
- Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
The physical requirements of this position
- Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
The visual acuity requirements including color, depth perception, and field vision.
- The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
