SHIFT:  The incumbent selected for this position will work a rotating shift working Monday, Tuesday and Friday, Saturday, Sunday one week and Wednesday, Thursday the following week.  12-hour night shifts - 6 am - 6 pm.


POSITION GENERAL SUMMARY:

This position is supervisor of residents in the County Juvenile Detention Center performing a variety of leadership functions on an assigned shift. Supervises the work of Detention Officers and the activities of juveniles confined to the County Juvenile Detention Center when the Shift Supervisor is not at work for an assigned shift. 


DISTINGUISHING FEATURES OF THE CLASS:   
 Assistant Shift Supervisor is responsible for the direct supervision of the Detention Staff and the Ada County Juvenile Detention Center when the Shift Supervisor is not available. The Assistant Shift Supervisor is responsible for the care, safety, and well-being of residents in the detention center. Assistant Shift Supervisors report to the Shift Supervisor and the Detention Manager. Direct supervision is exercised over Detention Officer I, II, and III, and other subordinate personnel.

Position Duties

  • Supervises the activities of the Juvenile Center's residents;
  • Maintains safety of the unit and ensures that security procedures are adhered to;
  • Oversight and assistance with training of new employees;
  • Provides instruction to newly admitted residents and supervises the release of residents;
  • Administers emergency first-aid and CPR when necessary;
  • Maintains discipline in accordance with rules and regulations;
  • Supervises the cleaning of rooms and other areas;
  • Teaches residents personal hygiene;
  • Monitors control room, which includes controlling electric doors, monitoring telephones, keeping logbooks, and directing visitors;
  • Completes reports such as incident reports, special reports, administrative reports, release reports and traffic warrant-booking reports;
  • Ensures that the building is maintained in a neat and orderly condition during the assigned shift.

ADDITIONAL FUNCTIONS:
  • Interacts with Law Enforcement regarding youth admissions; Ensures that all security procedures are adhered to (when Acting Shift Supervisor);
  • Manages the booking area;
  • Performs population counts throughout the assigned shift;
  • Assists in completing all necessary paperwork for incoming shift such as briefing notes, tracking log, resident roster, group list, and Ada County Sheriff’s transports list;
  • Works with justice partners to ensure all court ordered paperwork is in its appropriate place;
  • Maintains phone lists, program transition, and laundry;
  • Transports residents to hospital;
  • Performs related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree from an accredited university in a social science and/or equivalent combination of education and experience;
  • Knowledge of care and management of delinquent and dependent juveniles;
  • Knowledge of basic first-aid procedures; 
  • Knowledge of contraband;
  • Knowledge of and experience in working with culturally diverse groups of juveniles; 
  • Ability to demonstrate an interest in and an empathetic understanding of juveniles confined to an institution;
  • Ability to learn, apply and enforce the policies and procedures (including the Code of Ethics) of the Ada County Juvenile Services; 
  • Ability to obtain the cooperation of others and exercise good judgment;
  • Ability to establish good working relationships with subordinates and youth;
  • Ability to demonstrate patience and firmness;
  • Ability to obtain the cooperation of others and exercise good judgment;
  • Ability to learn and apply the policies and procedures of Ada County Juvenile Services; 
  • Ability to keep and maintain a variety of records related to the residents;
  • Ability to interact in a positive manner with law enforcement, juvenile justice partners, community professionals and parents;
  • Ability to operate a computer terminal, audio monitor, control room console and electronic locks; 
  • Ability to perform the duties of this position without a direct threat to the health or safety of the incumbent or others.

OTHER REQUIREMENTS:
  • Must meet PREA requirements;
  • Incumbents are subject to fingerprinting for the purpose of background investigation;
  • Must be CPR certified;
  • Must adhere to the Code of Ethics for Ada County Juvenile Services;
  • Must qualify for applicable POST requirements;
  • Must possess a valid driver’s license;
  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.

POST CERTIFICATION REQUIREMENTS:
The position requires that the incumbent meet POST Standards for Detention Officers. Upon an offer of employment as a Detention Officer, a medical examination is required, as well as a vision and a hearing examination. All such examinations are at the expense of the applicant. The applicant shall meet the POST medical standards to qualify for employment as a Detention Officer at Ada County Juvenile Services. All medical examinations shall be completed within two (2) weeks of an offer of employment.

Other Qualifications

  • Most of the work is performed in and around the County Juvenile Detention Center;
  • The work requires sufficient physical ability, personal mobility, and reflexes to be able to subdue a resident in time of confrontation or to break up a fight between residents;
  • The incumbent must be able to remove an unconscious person from the center in time of emergency, use first-aid when necessary, and search residents' rooms for contraband and climb stairs;
  • May come into contact with hazardous materials, airborne pathogens, blood, blood borne pathogens, bodily fluids, and goods or substances that may be deemed harmful; 
  • The incumbent must see, hear, and communicate with the residents in order to ensure safety and adherence to facility rules and regulations;
  • The incumbent must be able to stand and walk for extended periods during shifts; Officers must be able to respond quickly to emergencies, which may involve running or physical intervention;
  • This position interacts with residents dealing with sensitive and often challenging situations; incumbent must demonstrate strong emotional resilience and composure to ensure the safety and well-being of residents and employees.
