The FIPA Tech Manager is a full-time, union position with comprehensive pay and benefits commensurate with the experience required for the role. The FIPA Tech Manager position requires a high school diploma, general education degree or equivalent education/work experience. The FIPA Tech Manager reports directly to the Finance Director.
ESSENTIAL JOB FUNCTIONS
An employee in this classification is required to perform some or all of the following duties; however, these do not include all of the tasks the employee is expected to perform:
- Interview/Hire direct reports
- Complete annual assessments and other supervision notes, as needed
- Issue corrective and disciplinary action, as needed
- Review and approve time off requests and timesheets
- Provide training/modeling to their direct reports
- Prepare materials for monthly staff meetings; schedule and conduct staff meetings
- Attend educational workshops and/or trainings
- Coordinate the full review and processing of all fee determinations prepared by the FIPA Tech staff
- Monitor the Michigan Mental Health Code and the CCBHC Demonstration Handbook for changes impacting our policies, procedures and documents
- Ensure collaboration with staff of all levels, outside organizations and individuals we serve related to specialized residential placements
- Assist with complicated Specialized Residential and Program Fee Determinations
- Monitor MDHHS for ability to pay requirements and ensure the electronic health record, agency policies, procedures and documents are updated timely
- Maintain confidentiality of all information related to individuals served, employees (direct and contract), integrity issues, audits, etc.
- Utilize Microsoft Office, Windows 10/11, and an electronic health record
- Comply with all SCCCMHA policies and administrative procedures, including the Alcohol & Drug Testing Policy (06-001-0010) and the Background Check Policy (06-001-0015) as well as supervisors/designee directives
- Other Tasks as assigned
MINIMUM QUALIFICATIONS
An employee in this classification must possess the following minimum qualifications:
Education/Licensure
- High school diploma, general education degree or equivalent education/work experience
- Valid driver’s license

Work Experience
- Experience with and knowledge of the community mental health system
- Demonstration of proficiency and experience working with an electronic health record system.
- Five (5) years’ work experience as a FIPA Tech or similar role
- Five (5) years’ experience processing Specialized Residential cases
- Extensive knowledge of the Michigan Mental Health Code, the CCBHC Demonstration Handbook and the Michigan Medicaid Provider Manual

PREFERRED QUALIFICATIONS
An employee in this classification could possess the following preferred qualifications:
Education/Certification
- Associate’s College degree in Accounting, Finance or related field
Work Experience
- Experience coordinating and/or directing the work activities of others.
Other
- Lived experience with behavioral health treatment/services.
SUPERVISORY RESPONSIBILITIES
An employee in this position is responsible for supervising FIPA Tech employees, and responsible for interviewing candidates for employment, hiring employees, approving employee schedules, reviewing and approving time off requests and timesheets, completing annual employee assessments and other supervision notes, as needed, preparing and issuing corrective and disciplinary action, as needed, and ensuring all tasks are completed in a timely manner. This position receives supervision from the Finance Director.
PERSONAL DEMANDS
Physical demands refer to awkward positions and lifting objects up to 25 pounds. Mental demands refer to concentration, attention, perception, etc. While carrying out the functions of this classification, physical and mental demands will be required of the employee, including moderate time spent sitting, standing, moving, talking, or walking; and, minimal lifting and moving of objects weighing up to 25 pounds.
WORK ENVIRONMENT
Work environment refers to the elements of work surroundings that tend to be disagreeable or make work more difficult. These elements include: cold and hot temperatures, dirt, dust, fumes, light, noise, oil, water, vibrations, etc. While performing the functions of this classification, the employee would expect that disagreeable elements were negligible.
