About the Department

Performs a variety of routine work in connection with the duty to process building permit applications submitted by contractors or homeowners.

Position Duties

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

  • Receives, processes and issues building permit applications from contractors or homeowners as directed by the Building Official.
  • Prepares and maintains all records related to the permitting process including, but not limited to, establishing computerized records, filing, scanning permits and plans as directed, and scheduling of inspection requests. 
  • Performs weekly audit of issued permits.
  • Verifies and scans valid insurance, valid contractors’ license, and valid business tax license for all permit requests.
  • Forwards all processing/permit files to the plans cart or inspector as directed by the Building Official or Building Services Supervisor.
  • Forwards plans examiner comments to the property owner, architect/engineer and contractor upon completion of review by all reviewers.
  • Runs expired permit report and send letters to property owners at the end of every month.
  • Responds to any customer or Village staff request or inquiry related to the plans processing function of the department in a timely manner.
  • Maintains plan-reject storage area for all building plans submitted by contractors or homeowners as part of the permit application.
  • Maintains file room active files and all records related to plans processing in an organized manner.
  • Establishes and maintains a database for all contractors who perform work within Pinecrest.
  • Processes all records requests for copies of files and plans.
  • Acts as a liaison between the inspectors and the contractors on job sites.
  • Prepares and issues courtesy notices. 
  • Conducts open or expired permit searches.
  • Prepares files and plans for imaging for certificates of occupancy, certificates of completion, certificates of use and occupancy.
  • Reports to Building Services Supervisor any issues regarding the permitting process, enforcement matters, the need to issue letters or notices or certificates of occupancy, microfilming and scanning of documents and offer suggestions on such matters.
  • Performs other related duties as assigned.

Minimum Qualifications

Education and Experience:

High School Diploma or GED equivalent and three (3) years of experience in the performance of general administrative and clerical work preferably in the construction or engineering field, or equivalent combination of education and experience.

 

Additional Qualifications:

  • Must be computer literate and proficient in Microsoft Office programs including Word and Excel.
  • Must have considerable knowledge of modern office practices and procedures.
  • Must maintain high ethical, honesty and moral standards. 
  • Must be prepared and available to work during a hurricane in the Village’s EOC. 
  • Must be bilingual in English and Spanish. 
  • Must be a non-smoker.
  • Applicants must complete all requirements established by the Village of Pinecrest for employment. This may include, but not limited to, a written examination, typing test, psychological screening to determine suitability for position, polygraph examination, comprehensive background investigation, and a job-related medical examination including a drug/alcohol screening test.
  • The minimum qualifications may be waived by the Village Manager.

  • Ability to type at least 30 words per minute.
  • Ability to perform several tasks at one time. 
  • Ability to maintain a high level of organization.
  • Ability to prioritize duties and meet department goals and deadlines.
  • Ability to deal with confidential and sensitive matters and exercise discretion. 
  • Ability and responsibility to effectively work independently, exercise discretion and independent judgment and maintain confidentiality and professionalism in the execution of duties.
  • Ability to get along with others and work effectively and courteously with fellow workers, officials, other agencies and the public.

 Prior to employment, successful completion of a background investigation will be required.  Depending upon the position, a medical examination and/or drug screen may be required.   Additionally, appointment to certain positions (including promotions or transfers) may be contingent upon submission of official transcripts.
