General Description and Classification Standards
Responsible for the overall administration and management of the DWM University, Training and Development for the City’s Department of Watershed Management, including process implementation, identifying global best practices, clarifying procedures, and aligning training practices with the City’s overarching training programs and policies. Areas of responsibility include planning and evaluation, policy and program development, personnel and fiscal management, and public relations. This is a high level of strategic and operations management, reporting to the Deputy Commissioner of Administration. Position manages a primary function of the department and recommends operating policy and procedure subject to department executive approval. This level would be expected to manage a varied array of professionals and managers.
Supervision Received:
Works independently or part of a team of directors that meet to discuss issues related to budgets, staff, policy, and operations. Direction received is very general and focuses on strategic objectives and is typically collaborative in nature. This is a policy-making level of management and would be considered "upper middle" management.
Essential Duties & Responsibilities:

- Provides direct management responsibility for the day-to-day operations of DWM University, Training and Development.
- Manages the master training schedule.
- Manages vendor relationships.
- Manages training records.
- Provides training and learning opportunities for staff.
- Develops policy and writes standard operating procedures, regulations, and ordinances as needed for changes to training processes and rules affecting DWM;
- interfaces with the City’s Human Resources Department, Mayor's Office, City Council, and other departments for policy and technical issues as directed by the Commissioner of Watershed Management;
- Resolves technical issues and make final determination regarding training courses, vendors, and scheduling in support of the Department of Watershed Management.
- Provides positive leadership, working harmoniously with others in the Department and other organizations, and ensuring that the day-to-day activities are performed with the highest degree of customer service.
- Manages DWM University, including producing the budget, managing and evaluating the staff, and overseeing technical training issues.
- Ensures that DWM University has all the necessary resources required to successfully complete job assignments for all DWM user divisions which in turn enables the City to fulfill its mission to deliver potable water and waste water services to our customers 365 days a year.
- Manages the operation of DWM University which provides training support for the Department of Watershed Management.
- Provides leadership and direction to group managers and oversees project goals.
- Develops project strategies, implementation plan, along with project scope and milestones.

This position is generally required to provide input regarding decisions that impact any area within DWM's divisions and offices. Such issues may be related to policy/procedure, strategy, budget, and/or technical. May commit department to action. Establishes organization strategy and policy within required legislative or executive limitations.
Leadership Provided
Provides guidance to a varied group of managers and supervisors or may directly supervise a staff of professionals and team leaders engaged in an organization-wide or policy-advisory activity. Guidance should typically be general in nature and focus on objectives, end results, and policies.
Knowledge, Skills & Abilities

- Extensive knowledge of training delivery means and methods, technical terminology and education terminology.

- Ability to interact effectively with various personality styles and with executive departmental management or elected officials; ability to read and interpret construction drawings;
- Ability to interpret laws, regulations and guidelines;
- Ability to utilize Microsoft Office Suite, various software platforms, and project management programs.
Minimum Qualifications
Education and Experience
- Bachelor's degree in Education, Business, Management, Public Administration, or a related subject.
- 7-10 years of work experience in education and/or training in municipal government sector, quasi-governmental entities, schools (public or private), or private firms, with at least 5 years of experience as a manager, supervisor, team leader, etc.
Preferred Education & Experience
Master's degree in Education, Training, Business, Management or Public Administration, or a related subject. (Equivalent professional experience may be considered for substitution for the master’s degree on an exception basis) and 10 - 15 years of work experience in procurement in municipal government sector, quasi-governmental entities, schools (public or private), or private firms, with at least 7 years of experience as a manager or supervisor.
Licensures and Certifications
Professional certification such as teacher or trainer preferred. Will be required within one year of offer of employment and shall be maintained while in the position.
Essential Capabilities and Work Environment:

Lifting Requirements:
Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Work Schedule:
This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
