Position Purpose
 
Manages a broad range of financial data, planning and reporting. Supports all of the functional areas of the Financial Service Department to identify process opportunities, and assist with implementation and integration of resolutions. 

ESSENTIAL JOB FUNCTIONS
 

• Responsible for scheduling all aspects of periodic monthly and year end closing procedures for financial applications.
• Works closely with District and Division personnel to improve processes and assist in both internal and external reporting.
• Acts as a system power user in the Accounting Division, including but not limited to, Munis/Tyler Technology, Kronos Time Attendance Systems, and the Student Activity System.
• Researches, analyzes and tests system upgrades; works closely with internal District IT divisions and other external system vendors to resolve these issues.
• Assists with gathering data for the preparation and submission of monthly, quarterly, and final reports as applicable to external entities, Texas Education Agency, and other government agencies.
• Reviews to reconcile differences of account balances and external sources. Reviews data and monitors reconciliation expenditures.
• Analyzes and resolves complex accounting projects including year-end accruals, monthly allocations of costs, revenue recognition, receivables collections, financial reporting and accounting policy interpretation; manages process for monthly and year-end general ledger closings.
• Assists with gathering data for the successful completion of the Annual Comprehensive Financial Reports.
• Assists with the creation of process documents that align with system upgrade(s), effectiveness and efficiency.

• Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
• Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
• Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

• Knowledge of governmental accounting and auditing principles established by the Governmental Accounting Standards Board (GASB).
• Knowledge of Generally Accepted Accounting Principles (GAAP).
• Knowledge of computerized accounting systems.
• Knowledge of Texas Education Agency’s Financial Accountability System Resource Guide (FASRG).
• Knowledge of applicable federal and state laws and District policies and procedures regarding education and students.
• Skill in critical thinking: using logic and reasoning to identify the strengths and weaknesses of alternatives solutions, conclusions, and approaches to problems.
• Skill in complex problem solving: identifying complex problems and reviewing related information to develop and evaluate options and solutions.

• Skill at the advanced level, working with Microsoft Office 365, especially Outlook, PowerPoint, Excel, and Word.

• Tools/Equipment Used:  Standard office equipment including personal computer and peripherals
• Posture:  Prolonged sitting; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
• Motion:  Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
• Lifting:  Occasional light lifting and carrying (less than 15 pounds).
• Environment:  Works in an office setting; may require occasional irregular and/or prolonged hours.
• Attendance:  Regular and punctual attendance at the worksite is required for this position.
• Mental Demands:  Maintains emotional control under stress; works with frequent interruptions.

• Education: 
  • Bachelor degree from an accredited college or university in Accounting, Finance, Management Information Systems, or similar technical field required.
• Certification/License: 
  • Certified Public Accountant (CPA) preferred.
• Experience:  
  • 6 years’ experience in accounting and/or finance required.

• Language:  Bilingual (English/Spanish) working proficiency preferred in some settings.
