About the Department

Under limited supervision, the Program Analyst III – Homelessness Specialist primarily performs the more complex tasks to ensure proper management, compliance, and evaluation of the effectiveness of Housing and Urban Development (HUD) and City of Detroit General Fundprograms, specializing in programs designed to assist clients experiencing homelessness.  The Homelessness Specialist III is located within the City of Detroit Housing and Revitalization Department’s HousingSolutions and Supportive Services Division.

Position Duties

  • Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives.
  • Assist subrecipients/contractors draft and implement program design, including but not limited to onsite technical assistance, coordinating services, case conferencing, and data collection activities.
  • Draft policies based on research and data analysis, then present the draft policy before stakeholders for input and buy in.
  • Review audits and investigative reports to determine appropriate changes or corrective action required by sub recipients.
  • Provide assistance to federal, state, and local agency officials in developing proposals and in preparing program plans and project application documents.
  • Perform and support grant and professional service grant application development as directed and in coordination with City department staff.
  • Oversee, review, analyze, and evaluate grants and assistance applications.
  • Prepare, process, issue, and track grants and assistance awards in collaboration with and in cooperation with the Office of Grants Management as well as ensure and monitor compliance with all terms and conditions of reporting requirements.
  • Gather contract and grant-related data and reports from City departments and perform the electronic filing of that information into the centralized grants management system.
  • Monitor and analyze grantee financial and progress reports in accordance with the requirements of the contract and grant award to assure funds are properly expended.
  • Perform final review of completed awards, make appropriate adjustments or disallowances, and process close-outs in a timely and compliant manner.  Conduct post-award reviews and analyses to identify management, financial, and administrative issues.
  • Testify before grant committees and at other public forums with recommendations in the area of funding, special conditions, and grant administration to provide expert technical advice.
  • Identify promising and strategic grant opportunities in both the private and public sectors.
  • Collaborate and participate with the Office of Contracting and Procurement in the coordination of the bid process with other staff, contractors, and vendors to ensure bids are obtained in a timely manner.
  • Respond to HUD and financial monitoring findings as a result of periodic audits.   Provide assistance to agencies and departments in preparing for internal and external HUD audits and maintain internal record inventory system providing ease of access as audit requests are made.   Recommend changes to management in response to audit results.
  • Represent the department in meetings internally and with external partners as required.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • May review, revise, or provide feedback on the work of Program Analyst II or below.

Minimum Qualifications

Qualifications (required):

  • Bachelor's degree from an accredited college or university, with major course of work in social work, community development, public administration, public policy, urban studies, economics, or a closely related field.
  • Minimum of three (3) years of professional experience including project management-related activities, systematic review, analysis, interpretation, and evaluation of grants, housing development, or other related experience.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

Qualifications (preferred):
  • Two (2) years of experience in homelessness services, preferably in Detroit.
  • Experience working with or for non-profit organizations with human service missions.
