The City of Eugene is seeking an Emergency Management Analyst with a passion for resilience, experience with planning processes, and an understanding of the National Incident Management System. This position will be responsible for coordinating updates and advising on various plans including the Natural Hazard Mitigation Plan, Emergency Operations Plan, Continuity of Operations Plans, Community Wildfire Protection Plan, Evacuation Plans, and other such plans. Being able to understand high level guidance and apply it to decision making to accomplishing objectives is a must. This position will also serve as a member of the Emergency Operations Center team if activation occurs, and you should be comfortable with the thought of helping your community in a moment of urgent need.

Salary Range:  $42.04 - $54.64 / hourly / $87,443.20 - $113,651.20 / annually

Work Location:  The Atrium Building, 99 W 10th Avenue, Suite 370, Eugene, OR, 97401. Position may require reporting to other City or community owned buildings and will primarily be in person. In an emergency, response to alternate locations, and work in the field or from home may be required.
Work Schedule:  Monday – Friday, 8:00 a.m. – 5:00 p.m. with occasional after-hours/weekend meetings with flexibility per business need. For after-hours meetings, notice will be given well in advance, and schedule flexibility to accommodate meetings will be facilitated. Must be available for 24-hour on-call response to perform incident management functions and related duties during an emergency including extended hours, various shifts, weekends, and holidays. When on-call, you must be able to report onsite in Eugene as described in the Emergency Operations Plan.

Position Duties

Supports compliance with federal and state laws governing an Emergency Management Program. Works with Emergency Manager and the Emergency Management team to organize, coordinate, evaluate, and maintain a comprehensive, integrated Emergency Management Program for the City of Eugene.

Coordinates updates to the Natural Hazard Mitigation Plan Annex, Emergency Operations Plan and Annexes, Evacuation Plans, and other such planning documents. Includes meeting facilitation, presentations to elected and appointed officials, and overall project management of planning process. 

Advises other workgroups on Continuity of Operations Plans, and other related emergency management planning documents such as the Community Wildfire Protection Plan Annex to ensure interoperability of plans. 

Supports the Emergency Manager in representing the city on local, regional, and statewide councils/committees focusing on emergency management, public safety, emergency communications, or other emergency service functions. Represents the City's Emergency Management Program at various functions; promotes and trains the community on emergency preparedness; and prepares news releases, public displays, and other informational materials for use citywide.

Performs complex and technical research, evaluation, and studies of various programs, projects, operations, activities, or grants. Supports the Emergency Manager in the preparation and submittal of state and federal Mitigation grants, grant management, and grant reporting. 

Conducts community outreach events including speaking in front of large groups or instructing on emergency preparedness and mitigation topics.

Actively researches and prepares, or supervises the preparation of applications for federal, state, and local grant agencies and for funding from other funding sources; assures compliance with grant requirements, coordinating the preparation of required reports.

Assists with planning, facilitation, and evaluation of Emergency Management exercises. 

Drafts standard operating procedures, memorandums of understanding, and other such documents to further program objectives and partnerships. 

Serves as part of the Emergency Operations Center (EOC) team when the EOC is activated. Performs other related duties as assigned including the ability to respond to emergencies.

A typical way to obtain the knowledge, skills, and abilities would be:


Education: 

  • Equivalent to a bachelor’s degree from an accredited college or university in the area of Emergency Management, project management, Planning, Environmental Science/Studies, Project Management, Public Policy, or related subjects. 
Experience: 
  • Two (2) years of professional experience in emergency management, project management, planning, alert and warning programs, homeland security exercises and evaluation programs, volunteer management, or emergency plan development, preferably in the public sector.
  • Experience with mitigation and/or recovery at the local level preferred.
  • Experience as lead on natural hazard mitigation, community wildfire protection, flood mapping, evacuation, emergency operations, and continuity of operations, or other hazards and emergency plans preferred. 
Required Certificates/Licenses:
  • ICS Certificates 100/200/700/800 within three months of hire.
  • ICS Certificates 300/400 within 1 year of hire.
  • Oregon Driver’s License (ODL): Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
