Position: Senior GIS Specialist (SME)

Work Location: Fort Polk, LA 

Salary Range: $94,500 - $99,500 

NOTE:  Must reside within 50 miles of Fort Polk, LA – Directorate of Public Works


Description: The Senior GIS Specialist (SME) will be responsible for the oversight of the GIS Support Program at Fort Polk, Directorate of Public Works (DPW). This position is responsible for the management of the client’s enterprise GIS system, including support to create, manage, analyze, and share spatial content through a secure, web-based portal, with ArcGIS Server via Portal for ArcGIS using ESRI Experience Builder and other enterprise applications.  The Senior GIS Specialist (SME) will provide advanced support for the enterprise geospatial system and ArcPortal services, geospatial analytics, and data validation to ensure GIS records adhere to Army Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) and Army Quality Assurance Plans (QAPs).  The Senior GIS Analyst will develop and deliver customized training materials, provide advanced geospatial analysis, and provide comprehensive reports and other materials in support of customer requests and contract deliverables. Reports to the Areli Sr. GIS Scientist. 


Duties: 

  • Manages the onsite geospatial services and personnel, ensuring tasks and deadlines are met.  
  • Establishes goals and plans that meet project objectives. Uses expert GIS technical knowledge to direct and control project activities for the client, with overall responsibility for ensuring that GIS service requirements are met. 
  • Performs detailed spatial and relational database analysis. 
  • Responsible for managing the enterprise database, performing DBA tasks, and managing the enterprise ArcGIS portal to include web-enabled mapping functions and web page interfaces. 
  • Manages, updates, and creates geospatial data that strictly adheres to SDSFIE and Army geospatial quality assurance plans (QAPs). 
  • Plans, develops and delivers advanced geospatial products for customer requests. 
  • Develops best practices to address customer needs for managing and updating geospatial data to meet specified requirements. 
  • Develops and presents custom training, map requests, and analysis for customers.  
  • Knowledge and familiarity with DoD Real Property policies, regulations, along with real property systems of record such as GFEBS and HQIIS.   
  • Establishes schedules for updating hard copy, digital, and web-based mapping capabilities. 
  • Provides input and recommendations from data analysis to improve GIS data integrity and data relationships between GIS and other business data stakeholders. 
  • Provides support for managing the geospatial web interfaces, software, and other geospatial applications. 
  • Provides advance SQL queries, utilizing ArcGIS database tools for analysis and data extraction. 
  • Provides detailed guidance for implementation into training materials, job aids, and SOPs.

Requirements

Proficiency: ESRI ArcGIS Enterprise, ArcGIS Pro, ArcGIS Server, ArcSDE, Portal for ArcGIS, ArcGIS Experience Builder, Python, SQL Server, Data Management, and Microsoft Office. 


Qualifications

  • Bachelor’s Degree in GIS
  • Minimum of 5 years’ GIS experience
  • Minimum 3 years’ experience managing DBA systems, and app development in GIS
  • Minimum 8 years’ experience providing geospatial data analysis, updates using ArcGIS products. 
  • Must be familiar with SDSFIE data model and standards. 
  • Per Government contracting requirements, the candidate must be able to clearly speak, read, and write in the English language, be a US citizen, and pass and maintain a National Agency Check Investigation.   

Knowledge of GFEBS, Computer-Aided Design (CAD), and AutoCAD is desired.
